The council is being asked to approve a <br />general course of action that will lead to the implementation of a variety of strategies, including a capital <br />local option levy, an increase to the current local motor vehicle fuel tax, a street utility fee based on <br />parking, a solid waste collection surcharge, and a street and bike path lighting fee. <br /> <br /> <br />BACKGROUND <br />On January 22, 2007, the council designated a four-member subcommittee, comprised of councilors <br />Bonny Bettman, Chris Pryor, Jennifer Solomon and Alan Zelenka. The subcommittee’s charge was to <br />bring back creative solutions for adequately funding Eugene’s transportation system for cars, trucks, bikes <br />and pedestrians that: <br />? <br /> <br />Collect funds proportionately (or equally) from residents and non-residents that use Eugene roads; <br />? <br /> <br />Are more consistent with the City’s sustainability goals; <br />? <br /> <br />Have more direct connection to the use of the roads (like a carbon tax or garbage truck fees); and <br />? <br /> <br />Give rebates or incentives to those who do not have a car or use one very little. <br /> <br />In the course of their study and deliberations, the subcommittee members met a total of eight times over a <br />period of 13 weeks. Their work was supported by more than a dozen staff from Public Works, Central <br />Finance and Planning and Development, as well as City legal counsel. The final report of the <br />subcommittee is attached as Attachment A. <br /> <br /> <br />RELATED COUNCIL GOALS AND POLICIES <br />The council’s goals for 2007 include “Transportation Initiative: Develop mechanisms to adequately fund <br />our transportation system for cars, trucks, bikes and pedestrians including maintenance and preservation <br />and capital re-construction.” <br /> <br /> <br /> <br />L:\CMO\2007 Council Agendas\M070523\S070523A.doc <br />
