COUNCIL OPTIONS

The recommendations of the Council Subcommittee on Transportation Funding Solutions are intended as
a package solution, with each element complementing the others. Each specific recommendation requires
individual and specific council action as indicated in the proposed implementation schedule in the final
report.

Option 1: The council could conceptually approve the recommendations of the council subcommittee as
presented in the final report and direct the City Manager to take appropriate actions to
implement the recommendations.

Option 2: The council could direct the council subcommittee or staff to modify all or portions of the
recommended solutions and return to the council with a modified package of
recommendations.

Option 3: The council could approve a subset of the final recommendations and direct the City Manager
to implement those strategies; with this option, guidance would need to be provided to address
the balance and sufficiency of the selected options relative to the total need for transportation
funding.

Option 4: The council could choose to take no action at this time with regard to the need for additional
funding for transportation system operations, maintenance and preservation (OM&P), with the
result that the Road Fund will incur significant annual operating deficits and eventually sustain
significant service cuts, and the backlog of needed road repairs will rapidly continue to grow.

CITY MANAGER’S RECOMMENDATION

The City Manager recommends that the council approve Option 1 in order provide a diversified and
adaptable funding strategy for addressing the City’s highest-priority transportation system service needs,
now and in the future.

SUGGESTED MOTION

Move to approve the recommendations of the Council Subcommittee on Transportation Funding
Solutions as detailed in the final report dated May 23, 2007. Furthermore, move to direct the City
Manager to bring back for City Council discussion the necessary draft ordinances and actions for
implementation of the subcommittee transportation funding recommendations as detailed in the final
report.

ATTACHMENTS
A.
