The amendments are consistent with the City's adopted TSP~ TransPlan. TransPlan has been ~bund <br />to be consistent with Goal 12. Therefore, theSe amendments are consistent with Goal 12. <br />Under the state TPR, a local government must provide a form of mitigation described in OAR 660~ <br />012~0060(1) when the local government adopts amendments to land us, e_ regulations which <br />significantly affect a tr,,ansportation facility. A land use regulation anaendment significantly affects a <br />transportation facility if it meets one of the following fi~ur factors: <br /> <br />(a) Changes the fi~nctional classification of an existing or planned transportation <br />facihYy; <br /> <br />The proposed ordinance does not change the functional classification of any transportation facility. <br /> <br />Changes standards implementing a functional classification system; <br /> <br />The proposed ordinance does not change the standards for implementing a functional classification <br />system. <br /> <br />(c) Allows types or levels of uses which would result in levels of travel or access which are <br />inconsisrent with the ?snctional classification of a transportation facility; <br /> <br />The proposed ordinance does not allow types or levels of uses which would result in levels of travel <br />or access which are inconsistent with the functional classification of a transportation facility.
