Lehner <br />www.eugene-or.gov Contact Telephone Number: 541-682-5102 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is a work session to discuss the new Police Initiative Council Goal and for the council to provide <br />guidance on the draft action plan. <br /> <br /> <br />BACKGROUND <br /> <br />In January 2007, the City Council met to develop strategic priorities for the community. Ten goals were <br />identified including the new police initiative. The new initiative as proposed at the January 2007 City <br />Council Retreat is as follows: <br /> <br />Police Initiative - Increase Police Staffing With a Special Focus on Supporting Community <br />Policing and Reducing Property Crime. <br /> <br />The adopted strategic plan for the Eugene Police Department (EPD) includes the short-term strategic <br />initiative: Develop a Police Staffing Plan. The purpose of the strategic initiative is to develop a reliable <br />estimate of the number of staff needed for the various levels of police service using sound and readily <br />available methodologies and developing a realistic staffing plan to implement those needs consistent <br />with the overall priorities of the City. A previous set of consultant studies (David Hobson, 1994, 2000) <br />was used to determine line patrol call response and communications staffing requirements. The <br />previous analysis did not include service level considerations nor did it consider other staffing <br />requirements, including investigative and support. The ICMA-PERF report of March 2005 concurred <br />with this need and made an associated recommendation. <br /> <br />In addition to (or in the course of) the new analysis, integrated scheduling and planning <br />software should be obtained so that consistent and sustainable analysis and information is <br />available to support efficient staffing decisions for the long term (5-10 years). <br /> <br />The final report from the Magellan Corporation is provided as Attachment A to this summary. The <br />findings of the report will guide the development of the action plan for this City Council goal. <br /> <br />Two other mid-term strategic initiatives from the Police Department Strategic Plan are relevant to the <br />police initiative discussion: 1) “Complete Development of and Begin Implementation of a <br />Neighborhood-Based Community Policing Strategy”, and 2) “Develop a Property Crime Reduction <br />Strategy.” Preliminary work has started on both of these EPD strategic initiatives. <br /> L:\CMO\2007 Council Agendas\M070529\S070529C.doc <br />
