<br /> <br /> <br />RELATED CITY POLICIES <br />The City Hall Complex master planning and public participation process relates to the council <br />goals of an effective, accountable municipal government, a safe community, and sustainable <br />community growth and change. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br /> <br />A.For confirming a site for the City Hall Complex, the council has three options: <br /> <br />1.Direct the City Manager to proceed with planning efforts using the Existing City Hall <br />site. <br /> <br />2.Direct the City Manager to proceed with planning efforts using the Rock N’ <br />Rodeo/Butterfly Lot site. <br /> <br />3.Direct the City Manager to authorize further site selection studies and associated fees for <br />a City Hall Complex in the Phase 3B scope of work. <br /> <br /> <br />B.For narrowing the consolidation options for a new City Hall Complex, the council has three <br />options: <br /> <br />1.Approve a master planning approach on a full-block site to accommodate full <br />consolidation wholly or incrementally. <br /> <br />2.Choose one of the previously presented consolidation models for use in future planning <br />studies. <br /> <br />3.Choose multiple consolidation models for use in future planning studies and direct the <br />City Manager to authorize additional concept exploration studies and associated fees in <br />the Phase 3B scope of work. <br /> <br /> <br />C.For completing the Implementation Plan Phase of the City Hall Complex Action Plan, the <br />council has two options: <br /> <br />1.Direct the City Manager to proceed with the Phase 3B scope of work as described in <br />Attachment D and request on a Supplemental Budget an appropriation of $789,000 from <br />the Facility Reserve. <br /> <br />2.Direct the City Manager to return with additional scope and fee information related to the <br />Implementation Plan Phase for consideration by the council at a future work session. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br /> <br />A.Given the advantages of the Existing City Hall site over the Rock N’ Rodeo/Butterfly Lot <br />site, the City Manager recommends Option A1 to use the Existing City Hall site for future <br />planning and design efforts. <br /> <br />B.For narrowing the consolidation options for a new City Hall Complex, the City Manager <br />recommends Option B1 to master plan a concept that can achieve full consolidation wholly <br />or incrementally on one site. <br /> <br />C.For completing the Implementation Plan Phase of the City Hall Complex Action Plan, the <br />City Manager recommends Option C1 for a total of $1,249,000. <br /> <br /> <br /> <br />L:\CMO\2007 Council Agendas\M070711\S070711B.doc <br />
