?
Enhance functional design for streets, sidewalks and related public
improvements with carefully chosen design elements, including materials,
alignments, plantings and streetscape elements.

E. Objectives:

The focus of the Mayor and City Council Downtown Initiative is further realized
through the following key objectives:

?
Public education, information and involvement
?
Enhanced perception and experience of a safe, active and livable
downtown
?
Coordination and links to other City Council Goals
?
Support for development and redevelopment efforts

F. Progress to Date:

A great deal of planning work has already been done towards the revitalization of
downtown. In fact, there have been a number of plans and policies for downtown
adopted within the last several decades. In 2000, the Eugene City Council
appointed the Committee for Greater Downtown Visioning to develop a vision for
downtown since the last plan was adopted in 1984. The vision that emerged
promoted downtown as a thriving, active urban center with ties to our rich natural
heritage, a variety of intermingled activities, and safe, inviting streets. In 2001,
City Council accepted the Vision for Greater Downtown Eugene. Based on
council direction, the Vision became the basis of the updated Eugene Downtown
Plan, which was adopted by City Council in 2004.

In the six years since the Downtown Vision was completed in 2000, significant
public and private investment has supported the transformation of downtown.
The following is a list of planning work that is in addition to the specific studies for
the Park Blocks, the courthouse area and downtown housing, which have all
provided a solid framework for investment activity:

?
Eugene Downtown Plan
?
Downtown Eugene Public Safety Action Plan
?
Central Area Transportation Study
?
Riverfront Urban Renewal Plan Amendments

Specific development projects that have been completed since the Downtown
Vision include:

?
Revitalized train depot station
?
High Street Terrace
?
Tate Condominiums
?
Lane Transit District Station
