Progress since the selection <br />of revitalizing downtown as a Mayor and City Council Strategic Goal, has built <br />upon these recent projects and planning efforts. <br /> <br />G. Links with other Council Goals and Plans: <br /> <br />The Downtown Initiative has common links with the other nine City Council <br />strategic goals. The 2004 Downtown Plan notes that, “Downtown Eugene is the <br /> <br />heartbeat of activity in Lane County. Downtown is our civic center and the <br />economic, cultural and governmental focus of the region. Downtown is the place <br />where a wide range of people come for work, celebration, commerce, <br />entertainment, and living. This combination of economic and social activity <br />creates the vitality of downtown, the identity of our city, and the strength of our <br />regional economy.” Therefore, communication and collaboration with staff <br />associated with each of these nine other initiatives is seen as an important <br />element in moving forward with the Downtown Initiative. <br /> <br />Arts and Outdoors <br />: Downtown represents the convergence of Eugene’s Arts <br />and Outdoors offerings. Downtown is the center of our arts community <br />connecting public street art, local galleries, the Hult Center for the performing <br />arts, and the Eugene Public Library. This follows the charge of the proposed <br />Cultural Policy Review (CPR) Board in recognizing the vital link to Eugene’s <br />downtown center. Connections from downtown to nearby nature areas are <br />enhanced, including place-specific designs for sidewalks, paths and plazas. <br /> <br />Page 5 of 15 <br />
