<br />Neighborhood Empowerment <br />: The redevelopment of downtown provides an <br />opportunity to engage all Eugene citizens in creating a vision for the future of <br />downtown. Through strategies identified in the Neighborhood Empowerment <br />Action Plan, the objectives of enhancing effective public engagement, <br />empowering neighborhood associations and focusing service delivery to best <br />meet identified neighborhood needs, should be achieved. <br /> <br />Hospital <br />: A full service hospital is currently being proposed for the far north end <br />of our community in the north Gilham neighborhood. At the same time there is <br />interest by some members of the community to site a hospital closer to the <br />downtown core of Eugene. Likewise, PeaceHealth Medical Group is proposing <br />that an emergency department operation be retained at the current Hilyard Street <br />campus. The progress of these projects, as well as the Mayor and City Council <br />Goal of bringing a full service Hospital to Eugene, could have major impacts on <br />the redevelopment efforts in downtown. <br /> <br />H. CC Downtown Goal Team Values: <br /> <br />The CC Downtown Goal Team recommends that the City address the Downtown <br />Initiative to facilitate a significant revitalization of the downtown core with a <br />priority on the following four values: vision, teamwork, communication and <br />commitment, and focus on the implementation strategies from the Downtown <br />Plan. <br /> <br />VISION <br />Downtown Eugene is an active and thriving city center filled with people. It is the heart of <br />the community, tying together a rich natural and cultural heritage. Downtown is a safe and <br />inviting place fostering opportunities for a wide range of social and cultural activities, a <br />variety of local and national business, and innovative spaces for modern urban living. <br />Action <br />No. Action Step/Task Phase Lead Priority <br />A Provide policymaker-level leadership, All Phases Mayor and City High <br />vision and a clear direction for the Council <br />revitalization of Downtown. <br />B Participate in public forums and All Phases Mayor and City High <br />engage the public. Council <br /> <br />TEAMWORK <br />A revitalized Downtown starts with strong and visible leadership from City Council. It <br />builds with enthusiasm and support in the form of ambassadorship from the City Council <br />Downtown Goal Team, all City of Eugene employees, stakeholders and citizens. <br />Action <br />No. Action Step/Task Phase Lead Priority <br />C Provide staff-level leadership and All Phases CC Downtown High <br />process facilitation for the Goal Team <br />revitalization of Downtown. <br />D Coordinate other CC Goal Teams, All Phases CC Downtown High <br />City programs and services impacting Goal Team <br />downtown. <br />E Review City regulations and Phase One CC Downtown High <br />ordinances to ensure they support the Goal Team <br />Page 7 of 15 <br />
