<br />City Hall <br />: City Hall will be built in downtown Eugene and the Downtown <br />Initiative’s relationship with the City Hall master planning effort has a natural link. <br />The new Eugene City Hall will serve as a public meeting space, cultural center <br />and service access point for the community. The foot traffic and economic <br />activity of City employees working in the district support a strong and active <br />urban center; the presence of a well-designed, inviting, “green” City Hall <br />exemplifies community values and reinforces downtown as the center of our <br />community. <br /> <br />Homeless Strategy <br />: A revitalized downtown provides opportunities for all <br />members of society through redevelopment. Affordable housing and owner- <br />occupied housing provides a mix of urban living and the opportunity for those on <br />fixed or limited incomes to reside in our urban core. <br /> <br />Sustainability Initiative <br />: The redevelopment of downtown increases urban <br />density and compact living, which reduces the reliance on automobiles and <br />supports the preservation of nearby open spaces. New construction and <br />renovation affords opportunities for implementing green buildings and <br />infrastructure. The central location of downtown to the rest of the City may <br />reduce the average travel distance of community members seeking dining and <br />entertainment venues. The location of the downtown Lane Transit District <br />transfer station also provides the opportunity to use public transportation to <br />access a vibrant downtown core. Density of development, intensity of activities, <br />the design and location of parking structures, and well-designed, walkable streets <br />provide residents, employees and visitors the opportunity to walk from <br />destination to destination without resorting to automobile travel for short trips. <br /> <br />Race Relations <br />: By creating a high-density working and living environment, the <br />revitalization of downtown offers a unique opportunity to bring people with <br />diverse ethnicities, beliefs, orientations and life styles into closer proximity to one <br />another. An active downtown provides opportunities for all members of the <br />community to interact and share activities and ideas, creating a rich sense of <br />community. <br /> <br />Transportation Initiative <br />: The Transportation Initiative, which goes beyond <br />street preservation and reconstruction, ties into our community’s need for <br />enhanced pedestrian amenities in the urban core area, as well as improved <br />opportunities for public transit and other means of alternative transportation. <br /> <br />Police Initiative <br />: A safe downtown depends on adequate police staffing. <br />Likewise, compact urban development and living is an ideal environment for <br />community policing. As part of a welcoming environment, visitors to downtown <br />must feel it offers an atmosphere of safety, both personally and for their property, <br />including parked vehicles and bicycles. A visible and responsive uniformed <br />officer presence offers a viable deterrent to both criminal and nuisance behavior. <br /> <br />Page 6 of 15 <br />
