City Hall : City Hall will be built in downtown Eugene and the Downtown Initiative’s relationship with the City Hall master planning effort has a natural link. The new Eugene City Hall will serve as a public meeting space, cultural center and service access point for the community. The foot traffic and economic activity of City employees working in the district support a strong and active urban center; the presence of a well-designed, inviting, “green” City Hall exemplifies community values and reinforces downtown as the center of our community. Homeless Strategy : A revitalized downtown provides opportunities for all members of society through redevelopment. Affordable housing and owner- occupied housing provides a mix of urban living and the opportunity for those on fixed or limited incomes to reside in our urban core. Sustainability Initiative : The redevelopment of downtown increases urban density and compact living, which reduces the reliance on automobiles and supports the preservation of nearby open spaces. New construction and renovation affords opportunities for implementing green buildings and infrastructure. The central location of downtown to the rest of the City may reduce the average travel distance of community members seeking dining and entertainment venues. The location of the downtown Lane Transit District transfer station also provides the opportunity to use public transportation to access a vibrant downtown core. Density of development, intensity of activities, the design and location of parking structures, and well-designed, walkable streets provide residents, employees and visitors the opportunity to walk from destination to destination without resorting to automobile travel for short trips. Race Relations : By creating a high-density working and living environment, the revitalization of downtown offers a unique opportunity to bring people with diverse ethnicities, beliefs, orientations and life styles into closer proximity to one another. An active downtown provides opportunities for all members of the community to interact and share activities and ideas, creating a rich sense of community. Transportation Initiative : The Transportation Initiative, which goes beyond street preservation and reconstruction, ties into our community’s need for enhanced pedestrian amenities in the urban core area, as well as improved opportunities for public transit and other means of alternative transportation. Police Initiative : A safe downtown depends on adequate police staffing. Likewise, compact urban development and living is an ideal environment for community policing. As part of a welcoming environment, visitors to downtown must feel it offers an atmosphere of safety, both personally and for their property, including parked vehicles and bicycles. A visible and responsive uniformed officer presence offers a viable deterrent to both criminal and nuisance behavior. Page 6 of 15
