E. As of May 24, 2020, there are 3,888 positive COVID-19 test results in Oregon, 67 <br />of which are in Lane County. The COVID-19 pandemic continues to be a public health emergency <br />which constitutes at least a Level 3 emergency under the Eugene-Springfield Multi-Jurisdictional <br />Emergency Operations Plan for the City of Eugene. The COVID-19pandemiccontinues to require <br />a coordinated response beyond that which occurs routinely, and the required response is not <br />achievable solely with the added resources acquired through mutual aid or cooperative assistance <br />agreements. <br />F. Section 2.105 5(2)( c) 1. of the Eugene Code states that the administrative order <br />declaring a state of emergency must "[f]ix the duration of time in which the state of emergency <br />shall exist. The initial duration shall not exceed a two week period, but my be extended for <br />additional periods of two weeks." Section 2 of Administrative Order No. 21-20-03 set the initial <br />duration stating: "The declaration of a state of emergency continues until March 31, 2020, unless <br />extended for additional periods by additional administrative orders." Administrative Order No. <br />21-20-04 extended the initial duration by two weeks, stating: "The extended declaration of a state <br />of emergency continues until April 14, 2020, unless extended for additional periods by additional <br />administrative orders." Administrative Order No. 20-20-05 extended the declaration by an <br />additional two weeks, stating: "The extended declaration of a state of emergency continues until <br />April 28, 2020, unless extended for additional periods by additional administrative orders." <br />Administrative Order No. 20-20-06 extended the declaration by an additional two weeks, stating: <br />"The extended declaration of a state of emergency continues until May 12, 2020, unless extended <br />for additional periods by additional administrative orders." Administrative Order No. 20-20-07 <br />extended the declaration by an additional two weeks, stating: "The extended declaration of a state <br />of emergency continues until May 26, 2020, unless extended for additional periods by additional <br />administrative orders." <br />NOW, THEREFORE, based upon the above findings, I order that: <br />Section 1. The state of emergency declared by Administrative Order No. 21-20-03 and <br />extended by Administrative Order Nos. 21-20-04, 21-20-05, 21-20-06 and 21-20-07, is extended <br />for an additional two week period. <br />Section 2 . The extended declaration of a state of emergency continues until June 9, <br />2020, unless extended for additional periods by additional administrative orders. <br />Section 3 .
