Hazard Descriptions <br />2.10.4 Impacts — Cascading Incidents <br />Civil Unrest <br />In the Eugene -Springfield area, civil unrest is not a known impact of windstorms. <br />Dam or Levee Failure <br />Dam or levee failure is not a known impact of windstorms. <br />Epidemics <br />Epidemics are not a known impact of windstorms. <br />Hazardous Materials <br />Hazardous Material spills or releases may occur when debris impacts holding tanks, <br />pipelines, or equipment vital to operating a facility. <br />History of Impact in Eugene -Springfield <br />There have been no known HazMat spills or releases due to a windstorm in the <br />Eugene -Springfield area. <br />Risk of Impact <br />Based on historical incidents the risk from this impact is low. <br />2.10.6 Probability of Future Occurrence <br />Windstorms have athree-year recurrence interval in Lane County. These storms <br />cause limited damage.76 A 25-year recurrence windstorm has average wind speeds <br />of 47 to 61 mph. A 50-year incident has wind speeds between 62-75 mph, and a <br />100-year incident, for the Willamette Valley, is considered a storm with average <br />speeds over 75 mph. As indicated by the Beaufort Scale, storms with average wind <br />speeds in excess of 47 mph can cause significant damage (Figure 2-11). <br />' NOAA.
