Eugene -Springfield Area Natural Hazards Mitigation Plan <br />4. Risk and Vulnerability <br />This plan does not address algal blooms, asteroids or meteors, and pandemics because: <br />The risk is very low with extremely costly and limited mitigation activities <br />available, thus mitigating the natural hazard is not warranted or is not practical; <br />and/or <br />• The Cities of Eugene and Springfield do not have authority to mitigate the <br />natural hazard. <br />Algal Bloom — Since the Cities get water from the McKenzie River, which is fed from <br />reservoirs far outside their jurisdictional boundaries, or wells, the influence of natural <br />systems and the operational aspects of the built system make this risk very low. <br />Asteroid or Meteor - Mitigating asteroid or meteor strikes is beyond the financial <br />capacity of the Cities. Mitigation is largely left to the federal government. <br />Pandemic - Lane County Public Health Department is the primary agency responsible <br />for mitigating pandemics. <br />Below is the Summary Risk Assessment Matrix (Table 4-2) providing an overview of <br />each hazard and the associated vulnerability, probability, and capacity in the Eugene - <br />Springfield area.
