Eugene -Springfield Area Natural Hazards Mitigation Plan <br />6. Annexes <br />Is the Sub -Plan Holder completing adequate natural hazard mitigation outreach <br />as laid out under regulation 44 CFR 201.6 for local mitigation plans? <br />Completing an annex does not end with plan approval. This partnership was formed on <br />the premise Sub -Plan Holders would pool resources and strive to reduce risk within the <br />planning area. Failure to support this lessens the effectiveness of this effort. Before <br />removing a Sub -Plan Holder from this planning process the NHMP Project Manager <br />will: <br />• collect justifications for this decision; <br />• inform the NHMP Project Team of this information; <br />• notify the Sub -Plan Holder of possible termination of partnership and request <br />their explanation and intentions; <br />• confirm Sub -Plan Holder's wish to no longer participate in the NHMP; <br />• conduct a vote by the NHMP Project Team to terminate the partnership with the <br />Sub -Plan Holder in question; and <br />• provide written notification to the Sub -Plan Holder's POC of termination of <br />partnership, and information on when eligibility under the current NHMP <br />expires. <br />There is no penalty for terminating this partnership. The special district in question is <br />responsible for ensuring their eligibility under the Stafford and Disaster Mitigation Acts <br />via a different NHMP planning process, however. If the special districts wish to <br />terminate their involvement in maintaining a NHMP completely, it is their <br />responsibility to understand what that means for their special district and take full <br />responsibility for any programs for which they are no longer eligible. <br />5-5 January 2020 <br />
