Because of this development pattern, <br />Rainbow sees very little new construction activity, yet helps serve new City customers <br />through our wholesale contract with SUB. <br />As property within the boundaries of Rainbow is annexed to the City, water customers <br />are transferred to SUB who will be the eventual water provider as the City expands. <br />Small infill housing developments have provided new customers, however, so the <br />Rainbow customer count has been stable and is anticipated to remain steady for the <br />duration of this plan. <br />The Springfield area has experienced modest population growth, but more efficient <br />plumbing codes and irrigation practices have offset increased demand to keep water <br />consumption trends relatively flat. Annual usage is weather dependent, so seasonal <br />fluctuations still do occur. <br />With the low volume of private development, Rainbow staff have been able to invest <br />time in the management and operations of the water systems for the unincorporated <br />communities of Marcola, Deerhom, and Shangri-La. These small systems operate <br />independently with their own water supplies and part-time operators, under the <br />supervision of Rainbow's licensed staff. <br />B.2 Applicable Regulations, Plans <br />• Oregon Revised Statutes, Chapter 264 <br />Conveys the statutory authority to operate as a domestic water supply district. <br />• 1995 Urban Services Agreement <br />Guidance for coordination of water services inside the Urban Growth Boundary. <br />• 2006 Mutual Aid Agreement for Cooperative Interties <br />Provision for the emergency exchange of water between Eugene Water & <br />Electric Board (EWEB), SUB and Rainbow, with the Eugene -Springfield water <br />utilities sharing water supplies during times of potential or actual water <br />shortage. <br />• 2010 Water System Master Plan (joint SUB & Rainbow) <br />Outlines long-term planning options for resiliency, reliability and optimization <br />of the joint SUB and Rainbow water System.
