Eugene -Springfield Area Natural Hazards Mitigation Plan <br />1. Mitigation Planning <br />around the cities and levies has contributed to flood mitigation as demonstrated in <br />the 2019 Spring flooding. Formal planning between the two cities, working as <br />partners, to address natural hazard planning began in 2009. The following <br />sections (Section 1.1 — 1.5.2) provide a high-level overview of historical planning <br />efforts, who was involved in the completion of the 2020 NHMP, the conclusions <br />reached through the plan development, and the cities vital steps forward. <br />1.4.1 How was the 2020 NHMP Developed? <br />Previous planning and new information guided the 2020 NHMP mitigation <br />actions items. hi 2009, Eugene and Springfield and partner agencies developed <br />the 2009 NHMP for the most significant natural hazards for our area. <br />In 2013, Eugene and Springfield, with support from the Oregon Partnership for <br />Disaster Resilience, conducted a 2014 Regional Climate and Hazards <br />Vulnerability Assessment,3 or the 2014 Vulnerability Assessment for short. <br />In 2014, Eugene and Springfield and partner agencies developed the 2014 NHMP <br />for the most significant natural hazards for our area. This plan was based on many <br />of the findings from the previous 2009 NHMP and the 2014 Vulnerability <br />Assessment. <br />In 2016 and 2017, the Cities of Eugene and Springfield conducted seismic <br />evaluations of their critical infrastructure. The Oregon Department of <br />Transportation (ODOT) also completed seismic evaluations of priority bridges,¢ <br />and the Oregon Department of Geology and Mineral Industries (DOGAMI) <br />completed an extensive landslide hazard and risk study in central Lane County. <br />The Eugene Water and Electric Board (EWEB) and Springfield Utility Board <br />(SUB) are both long time participants in the Eugene -Springfield Area Multi - <br />Jurisdictional NHMP. Additionally, the Rainbow Water District participated in <br />the 2020 NHMP update. <br />EWEB's utility specific NHMP information is in Annex A, Rainbow Water <br />District's is in Annex B, and SUB's is in Annex C.
