Eugene -Springfield Area Natural Hazards Mitigation Plan <br />6. Appendices <br />As of 2010, the Eugene and Springfield Fire Departments and Emergency Medical <br />Services (EMS) have merged, and the departments are now jointly serve the Eugene <br />and Springfield communities. <br />Eugene and Springfield contain a number of significant federal facilities. hi Springfield, <br />the National Guard Resource Center houses the National Guard, Federal Reserve <br />forces, and the dispatch center for the U.S. Forest Service's fire fighting forces. Eugene <br />houses the U.S. District Court for the District of Oregon and the 970th Transportation <br />Detachment for the United States Army Reserve 654th Regional Support Group. <br />The Eugene -Springfield area is home to the following hospitals: Sacred Heart Medical <br />Center University District, Sacred Heart Medical Center at RiverBend, and McKenzie - <br />Willamette Medical Center. <br />Government Structure <br />Eugene and Springfield both operate under a council-manager framework. The councils <br />enact policy and the City Manager is responsible for operations. <br />In Eugene, the City Council consists of a mayor and eight City Councilors. The City of <br />Eugene contains the following City departments: <br />• Central Services: Provides centralized support for other City departments. It <br />includes the City Manager's Office, Municipal Court, City Prosecutor's Office, <br />Employee Resource Center, Finance, Facilities Management and Information <br />Services. <br />• Eugene Springfield Fire: Protecting and preserving life, property and the <br />environment through prevention, education, medical, rescue, and fire <br />suppression services. <br />• Library, Recreation, and Cultural Services: Supports an informed society, <br />offers opportunities for lifelong learning and health, and provides cultural <br />experiences. <br />• Planning and Development: Enforces zoning ordinances, works with general <br />public to plan and monitor development activities. <br />• Police: Protecting, training, and enhancing the lives of the residents. <br />• Public Works: Provides a wide range of services and programs related to parks <br />and open space, transportation, stormwater and wastewater infrastructure, and <br />natural resource stewardship. <br />The Springfield City Council consists of the mayor and six City Councilors elected for <br />four-year terms. The mayor and council are responsible for the appointment of the City <br />Manager, City Attorney, municipal court judges, and advisory committees. Springfield <br />City Hall and the separate Justice Center contain the offices of the following City <br />departments: <br />6-45 January 2020 <br />
