Appendices <br />economic vitality, provide efficient and cost-effective services, and ensure a <br />sense of history and place. <br />Relation to Natural Hazard Mitigation: Provides policy guidelines for future <br />development and land use in Eugene. <br />• Plan: Eugene Capital Improvement Program, 2020-2025 <br />Date of Last Revision: 2019 <br />Author/Owner: City of Eugene <br />Description: The City of Eugene's Capital Improvement Program (CIP) <br />forecasts the City's capital needs over a six -year period based on various long- <br />range plans, goals, and policies. The program is updated every two years and <br />provides a list of capital improvements programmed for funding in the next five <br />years. These improvements are aimed at improving neighborhoods, providing <br />economic growth, improving traffic safety, complying with environmental <br />standards, and maintaining the existing infrastructure. <br />Relation to Natural Hazard Mitigation: CIP projects are selected based on <br />identified needs, available funding and associated limitations, and support or <br />direction from official advisory groups, City Council and other sources of <br />guidance. Projects are compiled from plans and reports including the NHMP <br />2020. <br />• Plan: Development Code (Eugene) <br />Date of Last Revision: 2012 <br />Author/Owner: City of Eugene <br />Description: Interprets land use code. Outlines decision making processes, code <br />enforcement, penalties, and non -conforming situations. It is the primary <br />implementation tool of the Metro Plan (comprehensive plan). <br />Relation to Natural Hazard Mitigation: Should reflect needs and issues <br />related to development in hazardous areas. Contains regulations for <br />development on steep slopes <br />• Plan: Climate Action Plan 2.0 Draft <br />Date of Last Revision: 2010 (Community Climate and Energy Action Plan, <br />draft 2019 <br />Author/Owner: City of Eugene <br />Description: Builds on the momentum created by Eugene's Climate Recovery <br />Ordinance (CRO) by identifying research -based actions that help the <br />community reach its climate goals. <br />Relation to Natural Hazard Mitigation: CAP 2.0 incorporates policies, plans, <br />and strategies adopted by City Council which allows the community to become <br />more resilient by working on actions that we are committed to implementing. <br />The CAP 2.0 identifies the NHMP as an action item as part of Section 5: <br />Resilience — Health, Emergency and Natural Resources. <br />• Plan: Springfield 2030 Refinement Plan <br />6-49 January 2020 <br />
