Appendices <br />Date of Last Revision: 2016 <br />Author/Owner: City of Springfield <br />Description: Springfield is developing a City-wide refinement plan called the <br />Springfield 2030 Refinement Plan that will guide growth and development for <br />the Metro area east of Interstate 5 through the 2010-2030 planning period. <br />Updates to the Downtown Refinement Plan, Glenwood Refinement Plan and <br />Visioning for Main Street refinement plan updates are also underway. <br />Relation to Natural Hazard Mitigation: Provides land use policy and maps <br />areas for future development in Springfield. <br />• Plan: Development Code (Springfield) <br />Date of Last Revision: June 2019 <br />Author/Owner: City of Springfield <br />Description: Interprets land use code. Outlines decision making processes, code <br />enforcement, penalties, and non -conforming situations. It is the primary <br />implementation tool of the Metro Plan (comprehensive plan). <br />Relation to Natural Hazard Mitigation: Should reflect needs and issues <br />related to development in hazardous areas. <br />• Plan: Springfield Capital Improvement Program, 2012-2016 <br />Date of Last Revision: 2011 <br />Author/Owner: City of Springfield <br />Description: The City of Springfield's Capital Improvement Program (CIP) is a <br />five-year Community Reinvestment Plan that describes the funding and <br />construction of City public facilities. A fundamental purpose of the CIP is to <br />facilitate the efficient use of limited capital resources. The stated goals for the <br />CIP are to: provide a balanced program for capital improvements given <br />reasonably anticipated funding over a five-year or greater planning period and <br />identifying the extent to which resources can meet capital needs; improve <br />neighborhoods; provide for economic and community growth; improve safety, <br />access, and mobility of transportation modes; comply with environmental <br />standards and improving environmental quality; maintain the existing City <br />infrastructure; and protect public health and safety. <br />Relation to Natural Hazard Mitigation: Mitigation items linked with capital <br />improvements are linked with goals and policies of the capital improvement <br />plan. <br />Social Systems and Service Providers <br />Social systems can be defined as community organizations and programs that provide <br />social and community -based services, such as health care or housing assistance, to the <br />public. In planning for natural hazard mitigation, it is important to know what social <br />systems exist within the community due to their existing connections to the public. <br />Often, actions identified by this plan involve communicating with the public or specific <br />subgroups within the population (e.g. elderly, children, low income).
