Eugene -Springfield Area Natural Hazards Mitigation Plan <br />1. Mitigation Planning <br />• Prioritizing new study and hazard research needs; <br />• Serving as a communication conduit between the Steering Committee and <br />key plan stakeholders; <br />• Submitting future updates to OEM for review; <br />• Utilizing the Risk Assessment as a tool for prioritizing proposed natural <br />hazard risk reduction projects; and <br />• Developing the 2025 Eugene -Springfield NHMP. <br />Roles and Responsibilities <br />To ensure the entire community is involved, this NHMP update includes roles and <br />responsibilities of NHMP members. The NHMP Project Team manages three main <br />entities as part of the NHMP Update Committee. These entities and their associated <br />responsibilities for maintaining and developing this multi -jurisdictional plan are as <br />follows: <br />• Steering Committee is composed of departments and sub -plan holders who <br />are responsible for development and implementation of mitigation items. <br />• Advisory Board stakeholders lend their knowledge based on their experience, <br />training, or insight to help develop mitigation items. <br />• The Community —residents of Eugene and Springfield offer their support <br />and provide insight, input, and concerns regarding possible mitigation items. <br />Implementation <br />The Cities emergency management staff and sub -plan holders lead the <br />implementation of the plan in coordination with Steering Committee members. <br />Following is a list of their duties for implementation of the current update in 2020 <br />and the next update in 2025. <br />Emergency management staff: <br />• Evaluate funding opportunities such as the Pre -Disaster Mitigation Grant <br />Program, Hazard Mitigation Grant Program, and Flood Mitigation Assistance <br />Program; <br />• Consult with partner agencies, businesses, and organizations on <br />implementing projects; <br />• Convene the NHMP Steering Committee on a quarterly basis; <br />• Document successes and lessons learned; <br />• Evaluate and update the NHMP following a disaster; and <br />• Evaluate and update the NHMP in accordance with the prescribed schedule. <br />1-15 January 2020 <br />
