In July of 2018, City Council unanimously adopted Picture. Plan. Play. <br />A Vision and Implementation Plan for Eugene's Parks and Recreation <br />System, commonly referred to as the Parks and Recreation System <br />Plan. This plan was built on the input of over 12,000 individuals who <br />participated in a multi year, award winning public engagement <br />process. The plan outlines a vision to be implemented over the next <br />30 years: <br />The vision forporks and recreation in Eugene is a system of beautiful, <br />inspiring places that foster personal, community and environmental <br />health while upholding four core principles: <br />► Care forand make the most of what we have <br />► Serve the entire community <br />► Create more connections <br />► Build better partnerships <br />These principles respond to current challenges and look forward in <br />anticipation of o growing population whose reliance on parks and <br />recreation will become even more central to preserving Eugene's <br />exceptional quality of life. <br />Implementation of the Parks and Recreation System Plan will require multiple capital funding sources, including <br />System Development Charges (SDCs(, bond measures, grants, donations and partnerships. SDC improvement fees <br />are specifically targeted towards funding portions of the system improvements that are required to support an <br />expanding population. <br />To address the requirement of ORS223.309, this Project Plan includes a list of the capital improvements that the City <br />intends to fund, in whole or in part, with revenues from improvement fees collected through Parks and Recreation <br />SDCs. <br />
