6. ACTION: An Ordinance Concerning System Development Charge Methodology; Amending <br />Section 7.715 of the Eugene Code, 1971; and a Resolution Adopting the Parks and Recreation <br />SDC Project Plan; Repealing Resolution NO.4863; and Providing an Effective Date; and a <br />Resolution Adopting Amendments to the System Development Charge Methodologies <br />(General Methodology And Appendices A, E and F) Originally Adopted By Resolution No. <br />4900; Repealing Resolution No. 4929; Repealing Resolution No. 4977; Decreasing SDC <br />Administrative Fees; Providing a Phased SDC Increase; and Providing an Effective Date <br />Public Works Operations Manager Carolyn Burke and Consultant Deb Galardi gave a brief <br />presentation on the history and status of the proposed legislation. <br />Council Discussion <br />Councilor Clark- asked if projects would be endangered if the SDC proposal fails; said SDC <br />increases contribute to higher housing costs. <br />Councilor Zelenka - said failure to pass the proposed SDC ordinance will have a negative impact <br />on future projects; expressed appreciation for staffs efforts to minimize the fee and slow <br />implementation. <br />Councilor Pryor - agreed with Councilor Zelenka's remarks, noting the proposal is responsive to <br />council's input and direction. <br />Councilor Yeh - said the process was lengthy but will bring about positive changes; voiced <br />commitment to improve the overall system and address underserved areas and populations. <br />Councilor Clark- said Eugene can't afford to maintain the existing parks; voiced concern that <br />passage of the ordinance will push develop out to neighboring communities; said addressing <br />the housing crisis has always been a priority for council and increased SDCs will make the <br />problem worse. <br />Councilor Zelenka - said Eugene will continue to attract businesses and residents with its <br />abundance of parks. <br />Councilor Semple - agreed that parks are important, but housing should be a priority. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt the <br />proposed ordinance in Attachment A: An Ordinance Concerning System Development <br />Charge Methodology; Amending Section 7.715 of the Eugene Code, 1971. PASSED 6:2, <br />councilors Clark and Semple opposed. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt the <br />proposed resolution in Attachment B: A Resolution Adopting the Parks and Recreation SDC <br />Project Plan; Repealing Resolution NO.4863; and Providing an Effective Date. PASSED 6:2, <br />councilors Clark and Semple opposed. <br />Council Discussion <br />Councilor Clark- suggested that council look at the project list, discuss specifics and consider <br />the impacts on housing. <br />Councilor Semple - said that with the changing financial environment, council should take a <br />pause on adopting this legislation. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to adopt <br />the proposed resolution in Attachment C: A Resolution Adopting Amendments to the <br />System Development Charge Methodologies (General Methodology and Appendices A, E <br />and F) Originally Adopted By Resolution NO.4900; Repealing Resolution No. 4929; <br />Repealing Resolution No. 4977; Decreasing SDC Administrative Fees; Providing a <br />Phased SDC Increase; and Providing an Effective Date.
