ORDINANCE NO. 20234 <br /> <br />AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD <br />METROPOLITAN AREA GENERAL PLAN TO ADOPT A <br />REVISED "TRANSPORTATION ELEMENT~' AND RELATED <br />CHANGES TO THE PLAN TEXT; ADOPTING REVISIONS <br />TO THE EUGENE-SPRINGFIELD TRANSPORTATION <br />SYSTEM PLAN (TRANSPLAN); REPEALING RESOLUTION <br />NOS. 2375~ 2650, 3103, 4171~ 4318 AND 4410; ADOPTING A <br />SEVERABILITY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br /> A. Chapter IV of the Eugene-Springfield Metropolitan Area General Plan (Metro Plan) <br />sets forth, procedures for amendment of the Metro Plan, which for Eugene are implemented by <br />Sections 9.118 through 9.136 of the Eugene Code, 1971~ <br /> <br /> B. The Metro Plan identifies the Eugene-Springfield Metropolitan Area Transportation <br />Plan (TransPlan) as a special purpose or functional plan which forms the basis for the Transportation <br />Element of the Metro Plan and guides surface transportation improvements in the metropolitan area~ <br /> <br /> C. TransPlan serves the goals, objectives and policies of the Metro Plan by addressing <br />mulfimodat transportation, including street and highway needs, bicycle facilities, transit and parking <br />'~acitifies based on development strategies in the Metro Plan and, in addition, TransPlan contains <br />policies relating to air quality and financing of transportation projects. <br /> <br /> D. The current TransPlan, adopted in 1986 and amended in 1989 and 1992, is in need <br />of modification to reflect changes in State law and local transportation needs. <br /> <br /> Following joint public hearings with the Lane County and Springfield Planning <br />Commissions and the Lane County Roads Advisory Committee on April 14 and 16, 1998 and an <br />individual hearing on June 30, 1998, the Eugene Planning Commission recornmended TransPlan <br />revisions to the Eugene C~ty Com~cil by action taken at public meetings held by the Planning <br />Commission. <br /> <br /> F. The City Council has conducted public hearings and is now ready to take action based <br />upon the above recommendations and the evidence and testimony already in the record as well as <br />the evidence and testimony presented at the public hearings held on adopting revisions to the <br />TransPlan and amending the Metro Plan. <br /> <br />Ord~.nance- 1 <br /> <br /> <br />
