Wetweather/peakflowissuesforMWMC <br />TheMWMC wasestablishedin1977throughaninter-governmentalagreementbetweenLaneCounty <br />andtheCitiesof Eugene andSpringfield, toconstructandoperatetheregionalwastewater facilities <br />servingtheEugene-Springfield area. Theintergovernmental agreement (IGA) details thepurposeofthe <br />Commission, andthespecific roles andresponsibilities ofeach ofthesignature parties. TheIGAalso <br />specifies thattheMWMC hastheresponsibilitytocomply withstateandfederalregulations, including <br />thosedescribedabove relatingtowetweatherflowimpactsandperformancestandards. Withrespect to <br />thesubject ofwetweather flowsand I/I, theIGAspecifically assigns totheMWMC thefunction of <br />settingminimum standards fortheconstruction and maintenance ofallpartsofthesanitarysewersystem <br />servingtheEugene/Springfield RegionalWaterPollution ControlFacility. ThecitiesofEugeneand <br />Springfield have therelated responsibility toimplement suchminimum standards intheir respective <br />jurisdictions, as accordedbytheIGA. Suchstandards presumably may include considerations of <br />managingtheinfiltration and inflowcontributingto peakwetweatherflowsintheoverall wastewater <br />systemnecessarytocomplywiththe pertinentregulationsandreduce therisksofnoncompliance. <br />OvertheyearstheMWMC hasdevotedconsiderable timeand attentionto theissue ofpeakwetweather <br />flows. In 2001theCommission adoptedtheWetWeather FlowManagement Plan (WWFMP), which had <br />asanoverallobjective todeterminethemost cost-effectiveandpolitically feasible setof solutionsfor <br />managing excessivewet-weatherwastewaterflowrates bothinthecollection systemandatthe water <br />pollutioncontrol facility. During developmentoftheWWFMP, programelementsrelatedtoaddressing <br />theI/I fromprivate lateralswereconsidered byaCitizen’sAdvisory Committee (CAC), whichrendered <br />thefollowingkeydecision: <br />Implementation ofavoluntary, private lateralreplacementprogram: Thiswasconsidered to bean <br />essential componentof theWWFMP. Eventhough asolutionwasidentified whereonlythepublicportion <br />ofthe systemrequiresrehabilitation, theprivateportioncontributes asignificantportionoftheI/Iand <br />thereforemustbeaddressed. <br />TheCAC recommendedthatthiskeydecisionbeformulatedintoaPolicyStatement andincluded asa <br />formalpartoftheWWFMP. Thisrecommendation receivedsupportinpubliccomments receivedduring <br />theWWFMPprocess, buthasneverbeenimplemented. Furthermore, duringitsassessmentofthe <br />variousalternativesformanaging peakwetweatherflowstheCACalsoevaluatedtherequirementsfor <br />implementingthePlan’srecommendations, andlistedpotentialoptionsfordevelopingavoluntaryprivate <br />lateralrehabilitationprogramtobeperformedinconjunctionwiththeimplementation oftheWWFMPas <br />wellaspolicyconsiderations forimplementationofsuchaprogram. <br />Thecurrentprogramsandactivitiesbeingimplemented bythecitypartnersinMWMCaredetailedin <br />annualreportssubmittedtotheDEQ, asrequiredbytheNPDESpermit (ScheduleB, SpecialCondition <br />3a). Thesereportssummarize theinspection, maintenance, repair, andrehabilitation activitiesundertaken <br />inthepublicsewersystem. Forexample, in2013-2014theCityofSpringfield’sI/Iprogramactivities <br />includedclosedcircuitTVinspection, manholeinspection, manholeandpipelinerepair, internalpipe <br />patching, riserrepairs, pipelinecleaning, pipelinerootremoval, flowandraingaugemonitoring andmap <br />anddatabaseupdating. TheCityofEugeneundertakes similaractivitiesforthemanagementofI/I. <br />BothCitiesimplement Section714.2oftheOregonStatePlumbingCode (2011), whichstatesthat “No <br />rain, surface, orsubsurfacewatershallbeconnectedto, ordischargedinto, anydrainagesystemunless <br />ATTACHMENT 1 <br />Page4of10 Appendix C-72020 Eugene Wastewater Master Plan
