However, thislanguagewouldrequiremodification torequirerehabilitationofprivatesewer <br />laterals. Eugenedoeshaveavoluntaryprivatelateralprogramthateducateshomeownersaboutthe <br />benefitstomaintainprivatelaterals. Eugeneencourageshomeownerstoconsiderrepairoftheirprivate <br />lateralswhenthepublicsystemwillbeworkedon. Privatelateralsthatservemultiplepropertiesare <br />beingreplacedwithpublicsystemsandindividualpropertyconnection points. Eugenehasacquiredthe <br />abilitytoinspectprivatelaterals withamain-launchedTVcameraandareinvestigatingprivatelateral <br />liningbybothpubliccontractandcitycrewefforts. <br />OtheractivitiestoreduceandmanageI/Iarelargelyrestrictedtoworkonthepublicsewersystem, with <br />theexceptionbeingthehistoricaluseofsmoketestingusedtoidentifygaps, voids, anddefectivepipe <br />segmentsinthesanitary sewersystem. NeitherCityhasspecific coderequirementsatthistimerelatedto <br />theproperoperationandmaintenanceofprivatesewerlateralsconnectedtothepublicsanitarysystem, <br />andthislackofauthorityinhibitstheCities’ abilitytotakemoreformaloraggressivecorrectiveactionsto <br />controlandreducethecontributionofwetweatherderivedI/Ifromprivatelaterals. <br />PotentialSignificanceofI/IfromPrivateLaterals <br />TheWWFMPandsubsequent updatesthroughthe2004MWMCFacilitiesPlanandthe2014Facilities <br />PlanUpdatealldocumented thesignificanceofrainfallderivedinfiltrationandinflow (RDII) tothelarge <br />peakflowsexperienced atthewastewater treatmentfacility. Flowmonitoring programsconductedby <br />MWMCanditspartnersdonotspecificallytargetthequantification ofrainfallinducedI/Ifromprivate <br />laterals, soitisverydifficult atthepresenttimetoaccuratelyidentify howmuchofthepeakflowsseenin <br />thesystemiscomingfromprivatelaterals andconnections. Itmaybepostulatedhowever, thatgiventhe <br />substantialeffortsalreadyundertakenbyMWMCanditspartnerstorehabilitate thepublicsewersystem <br />andthecontinuinglargepeakflowsgenerated inthesystemthatprivatelateralsarelikelytohavea <br />meaningfulvolumetriccontributiontowetweatherflows. <br />BothSpringfieldandEugenehave, overtime, conductedsignificantmonitoringofflowsintheir <br />respective sectionsofthesanitarysewersystem. Thisinformationismaintainedinvariousdatabases, and <br />isgenerallyaccessible forqueryandanalysis. Theinformationhasbeenusedtodevelopandtest <br />hydraulicmodelsofthesanitarysystem, whichhaveinturnbeenusedasinputstothedesignofpeakwet <br />weatherconveyanceandtreatmentunitsattheregionalwastewater treatment plant. Thereisnospecific <br />monitoringofflowsfromprivatelateralsineithercommunity. Bothcitiesarenowcodingdefectsand <br />visibleinfiltrationandinflowfromprivatelateralsduringCCTVinspections andincludingthis <br />informationintheirinspectionandmaintenancedatabases. <br />Thereappearstobeonlyonereportonanassessmentofthemonitoring datarelative totheeffectiveness <br />ofI/Ireductionefforts, “AstudyoftheEffectivenessofWastewaterCollectionRehabilitation toReduce <br />InfiltrationandInflow” thatwascompletedin2004fortheCityofEugene.Thisanalysisreviewedthe <br />existingwastewaterrehabilitationprogramandconcludedthattheproject methodologyapplied was <br />successful, inmostcasesequalingorexceeding theWetWeatherFlowManagement Program’srainfall <br />derivedinfiltrationandinfiltrationreductionrateswithoutrehabilitating privatelaterals.
