Memo: AnalysisofPrivateLaterals <br />March6, 2015 <br />Page2of3 <br />duringCMOMdiscussions, theCommissionhadexpressedaninterestinevaluatingthe <br />rolethatprivatelateralsplaytotheoverallcontributionofpeakwetweatherflowstothe <br />WPCF.InMay2014, theCommission adoptedaCMOMframeworkdocumentwhich <br />includedaprivatelateralprogramasoneofthetenfundamental elements. <br />DISCUSSION <br />InJuneof2014, theCityofEugene (onbehalfofMWMC) enteredintoacontract with <br />PeterRuffiertoprovideananalysisandoptionsforscopingaprivatelateralprogramfor <br />thecities ofEugene andSpringfield.Thescopeofworkassociatedwiththeproject <br />included: <br />Summarizing theregulatoryandpolicycontextandissuespertinenttoprivate <br />laterals. <br />Workingwithkeystafftoassembleexistinginformationonthesource ofwet <br />weatherflows, andtoassessifpossible, thesignificanceofI/Ifromprivate <br />laterals. <br />Performingasurveyofpeeragencyinformationanddatarelevanttoprivate <br />lateralmetrics. <br />ProvidinganoutlineidentifyingnextstepsforaddressingtheI/Ifromprivate <br />laterals. <br />Mr. Ruffier’sworkandfindingsaresummarizedinAttachment 1(SummaryReport), and <br />willbediscussedattheMarch13, 2015, Commissionmeeting.Ingeneral, theSummary <br />Reportfindstheexistingdatainsufficient toquantifyorestimatethecontribution ofI/I <br />fromprivate lateralsintothepublicsystem. However, Mr. Ruffier indicated thatthe <br />privateportion ofthecollection system likely contributes asubstantialamountofI/Iflow <br />basedonanecdotal evidence. <br />Furthermore, astrategy (detailed inpage9of9, Attachment1) toaddress I/Ifrom <br />private lateralsand further evaluateprogramrequirementsincludesthe following <br />recommendedactions: <br />Inviteselect peeragenciestocome toEugene/Springfield todiscusstheir private1) <br />lateral programs. <br />Establish acommon definition ofprivatelateral fortheMWMCpartners. 2) <br />Design andimplementpilotproject(s) to evaluate thecontributionof I/Ifrom3) <br />privatelaterals indifferent partsof thesanitarysystem. <br />Clearlydefinethefunctionalpeakwetweathercapacities of theconveyanceand4) <br />treatment units. <br />Updatetheassessment oftheeffectiveness ofrainfall-derived infiltration and5) <br />inflow (RDII) controland reductionmethods. <br />Setsystem-wideobjectivesandperformancemeasures forfurthercontroland6) <br />reduction ofRDII. <br />Updatethestrategicplansandstandardoperating procedures forflowmonitoring7) <br />ofthesanitary sewer system. <br />Appendix C-22020 Eugene Wastewater Master Plan
