AgendaItemVII. <br />MEMORANDUM <br />DATE: March6, 2015 <br />TO: MetropolitanWastewaterManagementCommission (MWMC) <br />FROM:MattStouder,GeneralManager <br />SUBJECT: AnalysisofPrivateLaterals <br />ACTION <br />REQUESTED: InformationandDiscussion <br />ISSUE <br />Contribution ofwetweatherflowsfromprivatelateralsintheEugene/Springfieldservice <br />areahavenot been quantified, maypotentially besignificant, andrepresentan <br />opportunitytoachievegreatercontrol ofpeakwetweather flowsreceived bytheWater <br />PollutionControlFacility (WPCF).Accordingly, theMWMChasexpressedaninterestin <br />evaluatingtheroleprivatelateralsplaytotheoverallcontributionofpeak flowsat the <br />WPCF, andrecentlycontracted with PeterRuffier toconductan analysisandgather <br />informationassociatedwiththisissue. <br />BACKGROUND <br />Duringperiodsofwetweather, theWPCFexperiences significantpeakflowsfrom <br />infiltration andinflow (I/I) fromboththepublicandprivateportionsofthewastewater <br />systems inEugeneandSpringfield.Theseflowsincreasecollectionandtreatment <br />costs, reduce treatment efficiency andincrease theriskofregulatory non-compliance. <br />Additionally, excessive peakflowscontribute totheneed for blending (themixing of <br />primaryandsecondarytreatedeffluent duringcritical periodsprior todischarge) to <br />protect critical treatmentelements. <br />Inrecent years, theCities ofEugeneand Springfieldhave investedheavily in <br />implementingprojectsaimed atreducing I/Iinthepublic portionofthewastewater <br />systemasidentified inthe2001 WetWeatherFlowManagementPlan (WWFMP), as <br />wellastheirrespectivelocalwastewatermasterplans.Additionally, theMWMC has <br />madesignificantinvestmentsinwetweatherrelatedflowcontrols, includingexpanding <br />thecapacity oftheWPCF toaccept andtreatpeakflowsupto 277MGD. <br />Recently, theCitieshavefocusedresources todevelopCapacity, Management, <br />Operations, andMaintenance (CMOM) planstoserveasanintegratedandadaptive <br />approachformanagement ofthelocalwastewater collectionsystems.Priortoand <br />Appendix C <br />Agenda Item VII <br />2020 Eugene Wastewater Master Plan Appendix C-1
