MINUTES <br /> <br /> Eugene City Council <br /> McNutt Room--City Hall <br /> <br /> May 26, 1999 <br /> 5:30 p.m. <br /> <br />COUNCILORS PRESENT: Scott Meisner, Nancy Nathanson, Pat Farr, Bobby Lee, Betty <br /> Taylor, David Kelly, Gary Rayor, Gary Pap8 <br /> <br />Mayor James D. Torrey called the council to order at 5:30 p.m. <br /> <br />CITY COUNCIL WORK SESSION <br /> <br />A. Items from Mayor, City Council, and City Manager <br /> <br />Ms. Nathanson reported on a meeting she had recently attended of the National League of Cities <br />Telecommunications Committee. A broad spectrum of communities was represented. She <br />reported that she would be chairing a group writing the league's policy on universal access. Ms. <br />Nathanson stressed the importance of universal access and the need to ensure that, like rural <br />communities, no neighborhood in a city was left behind. She likened telecommunications access <br />to a vital utility. <br /> <br />Ms. Nathanson addressed the Stewart Road closure, noting it had been appealed twice. She <br />suggested the closure was a beginning rather than an end, and asked City Manager Jim Johnson <br />to bring the council information about the process for determining the road's size and design, and <br />when those improvements would be scheduled. <br /> <br />Mr. Rayor said that he would leave the council meeting early to attend a neighborhood meeting in <br />his neighborhood in Ward 1 to discuss the upcoming Willard School closure and the subsequent <br />disposition of the building. He wanted to ensure the public and neighbors had input into the <br />process and knew what was planned for the site. Mr. Rayor indicated he would provide the <br />council with frequent updates about the process. <br /> <br />Mr. Kelly noted the council's receipt of a letter from the Chamber of Commerce, Citizens for Public <br />Accountability, Lane County Homebuilders Association, Friends of Eugene, and 12 neighborhood <br />leaders requesting that the Lane Council of Governments publish a draft TransPlan summary in <br />tabloid form. Planning Director Jan Childs had contacted him to let him know there was support <br />for the idea among the three jurisdictions' planning directors and Lane Council of Governments <br />staff, and had indicated that such a tabloid could be published. <br /> <br />Mr. Lee raised the issue of University Park, now closed because of crime-related concerns. He <br />said that the park closure and condition continued to be an issue for the neighborhood.
