FACILITY REQUIREMENTS <br />»The future passenger activity levels from the aviation forecasts (found in Chapter 2, Aviation <br />Demand Forecasts) were then used to forecast landside activity for each PAL using the <br />relationships determined in the previous step. <br />»Using the same procedures that analyzed current capacity and level of service, the future capacity <br />and level of service was estimated for each PAL. <br />»If either capacity or level of service did not meet targeted levels, these same procedures were <br />then run again to determine the characteristics of the future facility (size, etc.) that would be <br />required to provide the target level of service and/or capacity. <br /> <br />It should be noted that for some facilities, (e.g., parking and rental car, which are spatial in nature) this <br />process is similar to that used for terminal facilities, and provides an independent estimate of <br />requirements. For roadways of all types, the future requirements are not only a function of size (e.g., <br />number of lanes, or length of curb), but also of the physical arrangement, and of the manner in which <br />they are operated. Thus, the requirements provided herein reflect the current physical arrangement of <br />roads and curbs, and their current manner of operation. The text explains the trade-offs that can be <br />explored in the development and analysis of future improvements that could include either changes to <br />physical plant or to roadway or curb operation in order to achieve desired capacity and/or level of service. <br />Roadways <br />The general low density of the Eugene region leads to the Airport being totally dependent on roadways <br />for regional access, whether by private auto, commercial transport, or public transit. As noted in Chapter <br />1, Inventory of Existing Conditions, the regional roadway system providing access to the Airport <br />operates at adequate levels of service under current volumes. Neither the growth of passenger activity nor <br />the general growth of the region are anticipated to create issues for continued quality access to the <br />Airport. <br /> <br />The review of on-airport access and circulation roadways focused on the two most heavily used roads <br />providing movement for the traveling public to/from the terminal –Northrup Drive and Douglas Drive. Six <br />critical locations were analyzed for capacity and level of service under base and future conditions. The <br />locations are shown in Figure 3-11 and the results are shown in Table 3-22. They show that all roadways <br />currently operate at very good to excellent levels of service (LOS A or B). All roadways will continue to <br />operate at very good or excellent service levels during peak hours out to PAL 3. Stated otherwise, the <br />current roadways provide the necessary requirements for the forecast future activity levels, and no <br />additional roadway capacity is necessary. This does not mean there is no need for any minor roadway <br />improvements through the planning period. There may be minor operational, safety, or signing <br />improvements that would improve the roadway environment, but there is no anticipated need for more <br />capacity. <br />EUGENE AIRPORT MASTER PLAN 3-42 <br /> <br />
