AIRPORT DEVELOPMENT ALTERNATIVES <br /> Airport Vision and Goals <br />The pre-planning phase of airport master plan included the formation of an airport vision, goals and <br />objectives, identification of special emphasis areas, and the establishment of a public communication <br />program. Visioning and goal setting involved collaboration with Airport staff, the Technical Advisory <br />Committee and the Citizen Advisory Committee. The results of that process provided documentation of <br />the unique challenges faced by Eugene Airport and, subsequently, important focus areas that should be <br />examined closely during the overall master planning process. <br />The vision for the airfield included developing runways capable of serving the entire fleet mix; a simplified <br />taxiway system that improves pilot orientation and reduces the amount of maintenance-intensive <br />pavement; centralized deicing facilities that allow for aircraft departures within allowed holdover times; <br />aircraft engine run-up capabilities at the south end of Runway 16R-34L; elimination of FAA hotspots; <br />reducing interfaces between general aviation and commercial operations; consolidating and grouping <br />airport land use patterns by similar function; a properly located fuel farm that ensures security and <br />accessibility; appropriately allocated apron space to meet airline peak hour and remain-overnight (RON) <br />aircraft parking needs;ATCT line-of-sight issue correction; consideration for emergency facilities during <br />natural disasters; and exploration of potential spaceport licensing. <br />Visioning for airspace considered integration of drone operations, resolution of RPZ control and <br />ownership issues, tools to inform public of newly implemented RNAV approaches, and protection of Part <br />77 surfaces. <br />Landside/roadway visioning identified priorities related to safety, demand, flexibility, and customer level of <br />service for rental car facilities, airport access roads, public parking, curb-front roadways, and the terminal <br />loop road. Several specific landside issues included eliminating the left-hand turn into the terminal; <br />parking and rental car facilities;reducing congestion at terminal curb roads; allowing expansion of rental <br />car quick-turn-around (QTA) facilities; accommodating expansion of parking facilities to meet rapidly <br />growing demand; considering options for a future parking structure; identifying opportunities for a cell <br />phone waiting lot; connecting the north and south portions of the airfield via a vehicular access road <br />under Taxiways M and C; and preserving landscaping. Additionally Greenhill Road was recognized as <br />needing realignment to accommodate future development opportunities. <br />Visioning for the commercial passenger terminal noted expansion capability for airline ticket office, and <br />hold-rooms, future ticket counter expansion;well phased implementation; <br />account for very long-term airport build-ority. Passenger level of service and energy efficient <br />building systems were also noted as priorities. Additionally, consideration was given to service vehicle <br />access, a potential Federal Inspection Services facility for international travelers, a dedicated charter <br />facility, and integration of a dynamic public art program. <br />Visions for airport support facilities included the permanent provision of necessary administration space, <br />FBO facilities to meet future demand, a consolidated air cargo facility (capable of accommodating drones), <br />the cohesive and consolidated development of general aviation facilities, examination of ARFF ability to <br />EUGENE AIRPORT MASTER PLAN 4-7 <br /> <br />
