AIRPORT DEVELOPMENT ALTERNATIVES <br />The taxiway system is second in importance only to the runway system and is designed to meet the needs <br />of the aircraft fleet mix using Eugene Airport. Alternative options for the taxiway system relate directly to <br />simplifying the taxiway system around the terminal, reducing the amount of pavement requiring <br />maintenance, and placing taxiway connectors for Runway 16R-34L in the optimal locations. <br />4.5.1.2 Runway System Design <br />Facility requirements analysis determined that runway capacity is adequate through the planning period <br />and that both runways are necessary and justified to remain through the planning period. Having two <br />runways offers multiple benefits by providing redundancy during runway closures due to maintenance <br />and snow removal activities; as well as, segregating novice general aviation pilots and slow aircraft from <br />the experienced commercial pilots and faster jet aircraft. As shown in Chapter 3, Facility Requirements, <br />the RPZ for Runway 16R includes 4.1 acres of land not owned by the City of Eugene and the RPZ for <br />Runway 16L contains 9.6 acres of land not owned by the City of Eugene. <br />It is recommended that the Airport purchase the 4.1 acres of land intruding into the Runway 16R RPZ in <br />order to keep it clear of obstructions. Power lines exist on this land and are slated to be relocated <br /> <br />The approximately 9.6 acres of land impacting the Runway 16L RPZ, which is not presently owned by the <br />Green Golf Course, BSNF Railroad, and State of Oregon (Highway 99). The largest and most critical <br />intrusion into the Runway 91292 State Hwy 99 North. <br />This building and the associated structures and parking facilities lie within the 9.6 acres beyond the airport <br />property boundary. Many options exist to resolve this issue, which will require eventual resolution <br />between the Airport and the property owner in order to meet FAA requirements. The following list <br />contains some of the options available to the Airport and property owner to resolve the RPZ intrusion for <br />Runway 16L: <br />» Acquire an avigation easement over the property <br />» Purchase the improved land within the Runway 16L RPZ and perform one of the following <br />options: <br /> Demolish the improvements (buildings and other obstructions) within the RPZ, or <br /> Lease the land and buildings back to the current owners throughout their life or preferred <br />occupancy if less, or <br /> Relocate the buildings and obstructions outside the RPZ and continue operations. <br />» Reduce the runway length to the extent needed to eliminate the RPZ intrusion by permanently <br />relocating the end-of-runway. <br />» Displace the threshold of Runway 16L to the extent necessary to eliminate the RPZ intrusion and <br />shorten the available landing distance on Runway 16L. This would include implementing declared <br />distances for runway use. <br />» Displace the threshold of the 16L end to the extent necessary to eliminate the RPZ intrusion and <br />extend the runway at the 34L end to retain the current available landing distance on Runway 16L. <br />» Raise ILS approach procedure minimums from ½ mile to ¾ mile. <br />EUGENE AIRPORT MASTER PLAN 4-13 <br /> <br />
