AIRPORT DEVELOPMENT ALTERNATIVES <br />any deficiency in level of service would likely only be a passenger-perceived deficiency. Passenger <br />perception of this location should be an important consideration if this rental car configuration were to be <br />implemented. <br />An hourly parking lot replaces the existing short-term parking lot, but in this concept it is placed at the <br />Departures curb end of the terminal building. The arrivals/departures configuration at Eugene Airport is <br />currently similar to the configuration found at many other airports in the United States. This parking <br />ce which favors the higher percentage of <br />hourly parkers picking up arriving passengers and meeting them at baggage claim, rather than the smaller <br />percentage of hourly parkers who would be dropping off passengers and seeing them to the TSA security <br />screening checkpoint. However, no data was found in this master plan to provide definitive indication of <br />which function (drop off or pick up) is the greater percentage of those parking for two hours or less. That <br />being said, one advantage of this location for hourly parking is the ability to easily share the existing exit <br />toll plaza for both hourly and long-term parking. <br />Long-term parking in Landside Alternative #3 is expanded into land previously used for inlet roads and <br />the rental car service area, allowing for long-term parking expansions occupying land within a reasonable <br />walking distance to the terminal building. Additional long-term parking is provided in what is presently <br />. Adding this new form of long-term parking <br />5 <br />would necessitate 24 hour shuttle service to/from the lot. <br />A commercial vehicle (CV) staging lane is provided to the north of the outer curb allowing convenient <br />upstream staging for all commercial vehicles including local transit buses (should that service ever be <br />implemented) and charter buses. As with all proposed alternatives, an additional lane can be added to the <br />arrivals inner curb roadway and the outer curb roadway is able to be widened to dimensions better suited <br />to accommodate larger commercial vehicles. <br />Airport tenant employee parking and airport administration parking remains in place at the west end of <br />Lockheed Drive. <br />that it is located in a high-value location near the terminal and will likely ultimately require relocation to <br />accommodate higher and better uses. Until that time, it is recommended that the lot remain in place. <br />Similarly, as land related to terminal expansion or another priority use is required, it may become <br />necessary for administrative parking to be relocated. Until that time, it is recommended that <br />administrative parking remain in place as well. <br />Table 4-5 shows the approximate total area and the provided parking spaces for each functional area as <br />well as how the parking projections meet PAL 3 requirements. <br /> <br />5 <br /> This service was added in October 2017 and is therefore no longer a differentiating factor in this concept. <br />EUGENE AIRPORT MASTER PLAN 4-40 <br /> <br />
