New Terminal Concourse Apron <br />Potential environmental impacts associated with the projects in this EA can be found in Chapter 7, <br />Environmental Overview. This Environmental Assessment packages all projects associated with terminal <br />area development programmed from 2021 through 2023 into one study. This study is programmed in the <br />updated CIP to be funded through federal AIP entitlement grants with required local matches. This project <br />is a key enabling project for the FFY 2022 terminal and concourse development. <br />15. Runway 34R-16L Rehabilitation: Phase I Design and Environmental <br />Prior to the rehabilitation of Runway 34R-16L, federal regulations require the assessment of potential <br />environmental effects from proposed actions that may affect environmental resources. A complete <br />evaluation of the resource categories identified in FAA Orders 1050.1F and 5050.4B is required. <br />Potential environmental impacts associated with the projects in this EA can be found in Chapter 7, <br />Environmental Overview. Design and environmental studies for this airfield project are programmed to <br />be funded by a federal AIP entitlement grant and PFC funds. This project is recommended to be included <br />in a new PFC application. <br />16. Runway 34R-16L Rehabilitation: Phase II - Construction <br />The current Eugene Airport Pavement Maintenance Plan recommends a routine near-term mill and <br />overlay rehabilitation for Runway 34R-16L. An opportunity does exist to pair this project with the mid- <br />term project which relocates Taxiway B2 and Taxiway R. Rehabilitation of 34R-16L is programmed into the <br />FAA Accepted 5-Year CIP with federal AIP entitlement and discretionary funding allocations. Additional <br />funding for this project is recommended to come from PFC funds. This project will need to be included in <br />a new PFC application. Currently programmed discretionary funds are designated for only the runway <br />rehabilitation and if this project were paired with the relocation of Taxiways B and R, discretionary funding <br />could not be used without FAA amendment to the existing funding terms. <br />17. Runway 34R Wetland Fill for Wildlife Hazard <br />Safety is the most critical aspect of operating the Airport and therefore the mitigation of wetlands at the <br />approach end of Runway 34R is a critical short-term project. This project entails regrading of the area and <br />involves coordination with leased and actively farmed agricultural land at the runway end. Standing water <br />is a recognized bird and wildlife attractant and presents safety hazards for aircraft, especially when located <br />at the arrival/departure end of a runway, which is the most vulnerable stage of flight for aircraft. Funding <br />for this project is already programmed into the accepted FAA CIP from federal AIP entitlement grant <br />money with the required local match. <br />EUGENE AIRPORT MASTER PLAN 5-29 <br /> <br />
