IMPLEMENTATION AND FINANCING PLAN <br />18. New Rotating Beacon and Removal of Old Beacon <br />The existing beacon has exceeded its useful life and is located in an unsecure location which impedes <br />future landside development. A brief planning study will need to be conducted to determine the best <br />future location of the beacon using the same vision and future airport land use assumptions within this <br />Master Plan. The conclusion of that study can determine the new construction location for the <br />replacement rotating beacon. The project must be completed prior to construction of additional rental car <br />service area facilities as programmed in <br />project. Funding for this project is programmed in the CIP to come from the Airport Enterprise Fund. <br />Alternatively, the Airport could pursue funding from federal AIP entitlement with a contribution of the <br />required local match dollars. If federal funding is used for this project, it may be required to be separated <br />into two components. The first would be for the study of where to best locate the beacon (on ATCT or <br />otherwise). The second part would be for the actual construction of a new beacon. This funding strategy <br />requires a future revision to the currently accepted FAA 5 year CIP. For the purposes of financial planning <br />in this Master Plan, Table 5-8 shows the funding allocated to the Airport Pay-Go Funds meaning they <br />would come from the Airport Enterprise Fund. <br />19. Landside Roadway, Parking, and Rental Car Improvements <br />This project creates an expanded terminal loop road by using Northrup Drive and Lockheed Drive as the <br />new outer perimeter and connecting Lockheed Drive to the terminal curb road through a new road <br />connection. The intersection of Northrup Drive and Lockheed Drive is replaced with a roundabout <br />(dimensions are assumed to be 130 feet from curb-to-curb), with two-way traffic retained on Northrup <br />Drive and Lockheed Drive converted to one-way traffic serving as the entrance to the terminal curb road. <br />Rental car service facilities are also expanded within the new loop road perimeter as necessitated by user <br />demand. A new road servicing the short-term, long-term, and rental car parking lots is constructed <br />paralleling the curb roads. The existing rental car service or Quick Turn-Around (QTA) building should be <br />expanded to meet demand and CFC contractual agreements. Additionally, a cell phone lot should be <br />constructed on the east side of Northrup Drive between the long-term economy parking lot and the new <br />roundabout at the intersection of Northrup Drive and Lockheed Drive. The short-term parking area is <br />reconstructed to occupy a small number of spaces currently used for long-term parking and the existing <br />short-term parking spaces north of the central pedestrian walkway are converted for rental car use. Finally, <br />a new staging lot for commercial vehicles is constructed in the location where rental car users currently <br />exit the Airport by way of the terminal curb road. <br />The primary driver for all elements of this project is an immediate need to address landside safety <br />concerns. That is why the first element of the project is the expansion of the loop road and creation of the <br />roundabout intersection. Secondarily, the expansion of the terminal loop road also serves to open new <br />space within the immediate terminal area for meeting parking demand over the planning period. In 2017, <br />over the course of this study, parking and rental car facilities have already begun to reach forecast levels <br />at Eugene Airport. In October 2017, during the course of this Master Plan study, the overflow parking lot <br />was required to be converted to a long-term economy parking lot with shuttle service in order to meet <br />customer demand and achieve airport customer level of service goals. Airport decisions to increase <br />available parking lot facilities over the years have been in direct response to passenger mode-choice <br />trends which have consistently increased demand for parking facilities at the Airport.
