IMPLEMENTATION AND FINANCING PLAN <br /> Mid-term Development Projects <br />Mid-term (FFY 2023 2027) capital improvements include development projects expected to begin within <br />the second five-years of the planning period. Each project is sequentially listed below with a brief <br />description and justification. Implementation of these projects will be undertaken as warranted by <br />demand, but each project is programmed for a specific year in order to improve the financial planning <br />required to implement the overall CIP. <br />Mid-term projects focus on meeting airfield maintenance and modernization needs, FAA safety guidance, <br />accommodating general aviation operations, improving landside terminal curb road geometry, and future <br />updates to the Airport Master Plan. <br />30. Pavement Management Plan Update <br />This project is programmed into the 20-year planning period at three-year intervals. Maintaining the <br />existing Pavement Management Program ensures that Eugene Airport is complying with the FAA <br />funds will be allocated for pavement improvement projects. This requirement exists as FAA Grant <br />Section 107, which amended Title 49, <br />Section 47105 of the United States Code. All Pavement Management Plan Updates programmed <br />throughout the remaining portion of the 20-year planning period are anticipated to the funded through <br />federal AIP entitlement grants and local matches. <br />31. Environmental Assessment Airfield and Support Facilities <br />Prior to the design and construction of mid-term airfield and support facilities projects, federal regulations <br />require the assessment of potential environmental effects from proposed actions that may affect <br />environmental resources. A complete evaluation of the resource categories identified in FAA Orders <br />1050.1F and 5050.4B is required. <br />Due to the type and number of projects that will likely require environmental documentation, it is <br />recommended that the Airport consider developing an overall strategic environmental approach. This <br />effort should determine the scale of environmental compliance needed for each future project, and <br />examine opportunities to group environmental projects together to minimize project costs and maximize <br />efficiency. Additionally, this type of strategic approach of grouping projects together allows for maximum <br />flexibility should funding or the timing for projects listed on CIP change. <br />The following projects are recommended to be included in one EA to determine the potential <br />environmental impacts of the development: <br />1. Relocation of Taxiway B2 and Taxiway R <br />2. Acquire Land Runway 16R RPZ 5 Acres <br />3. New North General Aviation/Corporate Hangar Area (Hollis Lane) <br />4. Acquire Land for Green Hill Road Realignment <br />5. Terminal Curb Road Widening and Commercial Vehicle Staging Lot Expansion <br />6.
