Physicalandotherlimitationsonthesitesforeconomicdevelopment.Thephysical, <br />regulatory,andotherlimitationsonthesitesattheEugeneAirportmakedevelopment <br />onthesiteschallenging.Thehighlevelsummaryoftheselimitationsisthatthesitesare <br />4 <br />notshovelready.TheAirportoraninteresteddeveloperwouldneedtodosubstantial <br />worktomakethesesitesreadyfordevelopment.AllofthesitesattheEugeneAirport <br />sharethefollowinglimitationstosomeextent. <br />o Physicallimitation.Wetlandsandpotentialareasofwetlands(areasthatmaybe <br />wetlandsbutwherenowetlanddelineationhasbeencompleted)arecommon <br />acrossthesites,withoneormorewetlandareascoveringeachofthesites,except <br />Site2.Theareasmostimpactedbypotentialwetlandsarethesouthportionof <br />Site3andthenorthportionofSite1. <br />o Equipment.Existingnavigationandmeteorologicalequipmentlimitdevelopment <br />onportionsofSites1and3.Whilethisequipmentmaybemovedoverthe <br />planningperiodoftheMasterPlan,developmentonthesesiteswillbelimitedby <br />thisequipmentifitremainsinplace. <br />o Requirementtoleaseland.LandownedbytheAirportcannotbesold;itcanonly <br />beleased.Manybusinessesordevelopershaveastrongpreferencefor <br />developmentonlandtheyown,ratherthanonlandleasedtothem.For <br />businesseswillingtoleaseland,theleasesneedtobelongenoughtojustifythe <br />investmentinbuildingsandequipmentthatbusinesseswouldmakeaspartof <br />developingthesite. <br />o Goal11limitations.Providingwastewaterandwaterservicetobusinessesthat <br />wanttodevelopthesesiteswillbechallenging.Someofthesiteshaveaccessto <br />wastewaterandwaterpipesbutmostofthesitesdonothavenearbywastewater <br />orwater <br />service.Beforeservicecouldbeprovidedtobusinesses,thebusiness <br />wouldneedtoobtainanexceptiontoStatewidePlanningGoal11, <br />whichlimitsprovisionofwastewaterandwaterserviceoutsideofUrbanGrowth <br />Boundaries(UGBs).ObtainingaGoal11exceptioncantakeasubstantialamount <br />oftimeandmaybecostly. <br />ThetypesofbusinessesthatcouldlocateattheAirportarelimitedbyregulations. <br />BoththezoningofAirportownedlandandFAAregulationslimitthetypesof <br />developmenttoairportoperations,commercialservicesfortheairport,andaviation <br />relatedbusinesses.TheusesallowedonlandattheAirportisregulatedbybothLane <br />CountyandtheFAA.Lanezoningcodelimitsthetypesofusesallowedinthe <br />AOzone,focusingonusesthatarerelatedtoairportoperationsoraviationrelated <br />4 <br />Asiteissaidtobeshovelreadyifthesiteisreadyfordevelopmentwithin180daysorless.Ashovelreadysitehas <br />theinfrastructure(i.e.,wastewater,water,andotherkeyinfrastructure)availableatthesite,environmentalissuesare <br />addressed(i.e.,wetlandmitigationorbrownfieldassessmentiscompleted),anarcheologicalpredeterminationhas <br />beencompleted,andotherdevelopmentpreparationhasbeencompleted.BusinessOregonhasaprocessfor <br />certifyingshovelreadysites. <br />ECONorthwest 8 <br /> <br />
