northwestEugenethatmaybemoreattractiveforahotel,especiallyif <br />redevelopmentoccursinEugenealongHighway99overthenext20years. <br />o Attractingafullservicehotel.Therequestforproposalswasforafull <br />servicehotelfromahotelwithanationalbrand,providingahighlevelofservice <br />andguestamenities,includingagourmetfullservicerestaurantfacility,anda <br />minimumof2,000squarefeetofmeetingspace.TheEugeneAirportmaynot <br />havesufficientdemandforahotelwiththislevelofserviceandamenities,even <br />withgrowthofthesurroundingarea.Inaddition,theareaaroundandnearthe <br />Airportisindustrialandnottypicallythetypeoflanduseorhighamenity <br />locationthatgenerallyattractsafullservicehotel.TheAirportshouldconsider <br />opportunitiesfordevelopmentofamoremodest,smallerhotel.Anindependent <br />brandhotelwith50to60roomsand <br />selectservice(suchasacontinental <br />breakfast)mayprovidetheservicesatthepricelikelytobeattractivetopeople <br />whowouldprefertostayneartheAirport. <br />Recommendations <br />GrowingeconomicactivityattheEugeneAirportwillrequireeconomicdevelopmentplanning. <br />Economicdevelopmentgenerallytakesthefollowingforms:(1)retainingexistingbusinesses, <br />(2)attractingnewbusinesses,and(3)innovationthroughentrepreneurship.Forthemostpart, <br />theresearchinthisreportfocusesonattractingnewbusinessesbuttherecommendationsbelow <br />consider <br />otherstrategiesaswell.Withinthiscontextandbasedonthefindingsabove,wemake <br />thefollowingrecommendationstotheAirport: <br />ConsidertheamountofresourcesandtimethatAirportmanagementwantstospend <br />oneconomicdevelopment.Economicdevelopmentcantakealotoftimeandresources, <br />requiringasubstantialstafftimeandmayoccuroveralongperiodoftime.The <br />recommendationsbelowdescribethetypesoftimeandresourcesinwhichtheAirport <br />wouldneedtoinvestforapossible(butnotguaranteed)economicdevelopmentresults. <br />SupportexistingbusinessesattheAirport.Themostvaluableassetsineconomic <br />developmentareexistingbusinesses.TheyhavealreadychosentolocateattheAirport. <br />GrowingeconomicactivityattheAirportstartswithensuringthatexistingbusinesses <br />continuetobelocatedattheAirportandgrowattheAirport. <br />Werecommendworkingwithbusinessestounderstandtheirneedsandwhatthe <br />Airportcandotoensuretheyaresatisfiedwiththeirlocation.TheAirportmaybeable <br />toidentifyopportunitiestoprovideassistancetokeybusinesses,especiallythosethat <br />anchorotherbusinessesorairportactivities.Werecommendmeetingwithexisting <br />tenantsfordiscussionsoftheirneedsandconcernsannuallyorsemiannually.The <br />Airportshouldidentifyopportunitiestoimprovetheconditionsfortenantsandbegin <br />byfocusingonaddressingtheirconcerns. <br />ECONorthwest 13 <br /> <br />
