INVENTORY OF EXISTING CONDITIONS <br />Airport Surface Access <br />All the landside modes that provide access to EUG are automotive in nature and operate on the roadways <br />described in this subsection. <br />1.7.1.1Regional Access <br />Eugene Airport serves Lane County and the Eugene/Springfield metropolitan area. In addition, EUG serves <br />as a regional hub for a multi-county portion of Oregon, predominantly the Willamette Valley, as well from <br />the Cascades to the Coast, and from south of Salem to Roseburg and points beyond. The primary highway <br />in the Valley is I-5, but it does not serve the Airport directly. The nearest interchange on I-5 is at the <br />Beltline, some 10 miles away. <br /> <br />Oregon Route 99 (Pacific Highway, or Highway 99) is the main route to access the Airport from the region. <br />It runs roughly north-south, parallel to I-5. Highway 99 is a four-lane major arterial with signalized <br />intersections at most cross-streets, and a continuous, two-way left-turn lane in the middle for most of its <br />length, and a median divider closer in to downtown Eugene, where it becomes a pair of one-way streets, <br />thth <br />6 and 7 Avenues. It is approximately nine miles from downtown Eugene to the Airport via Pacific <br />Highway. Highway 99 passes through industrial and commercial areas, with many curb cuts and no <br />significant access control. In 2013, it carried a typical weekday volume of approximately 23,000 vehicles in <br />4 <br />the vicinity of Airport Road. <br /> <br />The Airport’s primary access, signed by the Oregon Department of Transportation (ODOT), is via Airport <br />Road west from Highway 99. Where Airport Road turns west to the South Ramp and Hangars, access to <br />the terminal continues ahead via Northrup Drive, and then a left turn into the Terminal Campus onto <br />Douglas Drive. Knowledgeable local drivers can also reach the Terminal area from Highway 99 via Clear <br />Lake Road west to Green Hills Road, which intersects with Airport Road approximately 1,000 feet south of <br />its intersection with Northrup Drive. <br />1.7.1.2On-Airport Circulation <br />The Terminal area circulation is provided by Douglas Drive, a two-lane, one-way loop roadway that begins <br />with a left-turn from northbound Northrup Drive and ends at stop-controlled intersection with a <br />channelized right-turn lane at Northrup Drive, approximately 700 feet south of the entrance. At the <br />terminal, Douglas Drive separates into two one-way roadways which provide the direct access at the <br />terminal curb as described below. Along Douglas Drive, there are seven locations which provide access to <br />and/or egress from public parking, the rental car lot, the rental car service area, the terminal’s service <br />access, and the FAA tower. <br /> <br />Other circulation roadways provide access and egress for the general aviation, administrative, and service <br />areas of the Airport. These roadways are two-lane, two-way, low volume roads.
