INVENTORY OF EXISTING CONDITIONS <br />1.12.3.3Eugene 2035 Transportation System Plan (TransPlan) (May 2016) <br />The purpose of the Eugene 2035 Transportation System Plan (TransPlan) is to support the vision <br />articulated by the Envision Eugene comprehensive plan by providing a long-term community approach to <br />accommodate new growth while maintaining and improving transportation facilities for all system users. <br />This document is the transportation element of the Envision Eugene comprehensive plan and serves as the <br />community’s plan to direct how Eugene will develop and program its transportation system for the next <br />20 years. The plan is coordinated at a regional level in order to maintain consistency in transportation <br />planning across surrounding jurisdictions. The TransPlan seeks to promote sustainable practices built <br />upon a decision making framework which advances social, environmental, and financial goals. Additional <br />emphasis is placed on encouraging active transportation modes. <br /> <br />The Eugene 2035 Transportation System Plan specifically identifies the Eugene Airport Master Plan as the <br />guiding policy for airport property development, services, and support infrastructure. It also acknowledges <br />the impacts airport development has upon surrounding land uses and the regional transportation network <br />and references the Airport Master Plan as a guiding document for reviewing the appropriateness of <br />Eugene land use designations and zoning policies. The TransPlan promotes industrial opportunities for <br />the airport and expanding/improving multimodal alternatives for airport patrons. Improving Airport Road <br />from Highway 99 to the UGB is a project listed for beyond the plan’s twenty-year planning horizon. This <br />upgrade would make roadway improvement consistent with minor arterial standards including the <br />provision of two travel lanes, bike lanes, center median or a center turn lane, as well as sidewalks and <br />planting strips on both sides of the road. <br /> <br />1.12.3.4Lane Transit District Long Range Plan (2014) <br />The Lane Transit District (LTD) provides public transportation to the Eugene and Springfield metropolitan <br />7 <br />area with a fleet of 113 buses, serving a population base of 302,200 people.The district’s long range plan <br />is guided by a mission statement focused on delivering reliable, responsive services; offering innovative <br />services that reduce automobile dependency; and providing progressive leadership for the community’s <br />transportation needs. The agency is guided by three principles: economic prosperity, social equity, and <br />healthy environment. The plan establishes a framework for goals, policies, and strategies to meet the <br />community’s transit needs across a twenty-year horizon. <br /> <br />While the LTD Long Range Plan has many compatible goals with the Eugene Airport Master Plan, neither <br />Eugene Airport nor the master plan is called out specifically within the document.
