INVENTORY OF EXISTING CONDITIONS <br />1.12.3.5Eugene Pedestrian and Bicycle Master Plan (2012) <br />The goal of the Eugene Pedestrian and Bicycle Master Plan is to provide the City of Eugene with projects <br />and policies targeting the increase/improvement of pedestrian and bicycle infrastructure and user <br />experience. This plan is a supplement to the Eugene 2035 Transportation System Plan focusing specifically <br />on advancing policies and investments for pedestrian and bicycle activity through the development of <br />design standards, performance measurements, improved education, marketing, and outreach which <br />encourages active transportation modes. The plan also identifies future projects for improvements to <br />specific sidewalks, accessways, share-use paths, grade-separated crossings, bike lanes, buffered bike lanes, <br />cycle tracks, shared lane markings, bicycle boulevards, road intersections, and additional feasibility studies <br /> <br />The Eugene Pedestrian and Bicycle Master Plan does not specifically identify Eugene Airport as a <br />destination for active transportation. Since the airport falls outside of the Eugene city limit and UGB, <br />proposed projects end just beyond the airport boundary. Proposed projects do address pedestrian and <br />bicycle infrastructure along Green Hill Road up to the intersection at Airport Road, but end at that point. <br />1.12.3.6Additional Resources <br />One additional regional planning resource is the Eugene Community Design Handbook (2015). This <br />handbook is non-regulatory but provides guidance on design elements that adhere to local values and <br />promote sustainable development. This document is useful in helping to capture the community’s sense <br />of place and for considering sustainable development models when designing future projects. <br /> <br />Another area plan of interest is the Regional Prosperity Economic Development Plan. This plan is a <br />cooperation between Eugene, Springfield, and Lane County and addresses a challenge posed by the Joint <br />Elected Officials (made up of members from those jurisdictions) to, by 2020, create 20,000 new jobs, <br />reduce unemployment to/below the state average, and increase mean wages to or above the state <br />average. The plan highlights six separate strategies to foster economic growth along with tasks which <br />support each strategy. All of these strategies run parallel to airport long-term goals; particularly strategies <br />of growing local opportunities, infrastructure investments, and the strengthening of key industries (clean <br />tech, health, advanced manufacturing, software, and biomedical). No tasks specifically identify the Airport <br />as a partner or area of focus. Airport partnering in the creation of future iterations of the plan may create <br />more regional synergy as the Airport is a crucial element in the helping the Joint Elected Officials reach <br />the 2020 goals. <br />ENVIRONMENTAL CONDITIONS <br />FAA AC 150/5070-6B Change 2, Airport Master Plans, provides guidance for the preparation of master <br />plans for airports. The purpose of considering environmental factors in airport master planning is to help <br />the Airport Sponsor thoroughly evaluate airport development alternatives and to provide information that <br />will help expedite subsequent environmental processing. For a comprehensive description of the existing <br />environmental conditions at the Airport, environmental resource categories outlined in FAA Order <br />1050.1F, Environmental Impacts: Policies and Procedures, were used as a guide that help identify potential <br />environmental effects during the planning process. <br /> <br />FAA Order 1050.1F and Order 5050.4B, National Environmental Policy Act (NEPA) Implementing <br />Instructions for Airport Actions, require the evaluation of airport development projects as they relate to <br />EUGENE AIRPORT MASTER PLAN 1-48 <br /> <br />
