MINUTES <br /> <br /> Eugene City Council <br /> Council Chamber--City Hall <br /> <br /> June 28, 1999 <br /> 7:30 p.m. <br /> <br />COUNCILORS PRESENT: Scott Meisner, Nancy Nathanson, Pat Fart, Gary Pap~, Betty Taylor, <br /> David Kelly, Gary Rayor, <br /> <br />COUNCILORS ABSENT: Bobby Lee <br /> <br />Mayor James D. Torrey called the council to order at 7:30 p.m. <br /> <br /> I. PUBLIC FORUM <br /> <br />Mayor Torrey outlined the procedure for the public forum portion of the agenda. <br /> <br />Gary Pierpoint, 2059 Musket Street, spoke about the physical, psychological, political, and <br />economic costs of the June 18 incident. He showed the council a piece of iron that had been <br />hurled through his business window. <br /> <br />Nancy, Eugene, raised safety and property damage concerns regarding the June 18 incident. <br />She stressed her desire for more police protection. <br /> <br />Nick Urhausen, 2858 Warren Street, commented on a recent Human Rights Commission <br />meeting. <br /> <br />Max Groesbeck, 315 Burns Street, suggested billing the University of Oregon for the damage <br />incurred during the June 18 incident. <br /> <br />Nathan Fendrich, 151 West 8th Avenue, raised concerns over property damage and lost business <br />from the June 18 incident. He also suggested a dress code for City Councilors. <br /> <br />Councilor Meisner commented that the City Council did not affect Eugene Police Department <br />policy. He said that the police had been reacting to primarily negative reactions from the public <br />and called for a more powerful community voice to support the police. <br /> <br />Councilor Nathanson commented that freedom of speech did not mean freedom to break the law. <br />She called for a more stringent policy of permits for public gatherings. <br />Councilor Pap~ stated his approval of citizen comments supporting the police. <br /> <br /> MINUTES--Eugene City Council June 28, 1999 Page 1 <br /> 7:30 p.m. <br /> <br /> <br />
