Councilor Farr called for more people to come to council meetings and speak in support of the <br />Eugene Police. He thanked Nancy for speaking at the meeting. <br /> <br />Mayor Torrey read the Eugene Code section pertaining to parades and processions. He called for <br />greater vigilance when issuing permits for public gatherings. He linked police reluctance to use <br />force to the negative public reaction to the June 1, 1997, incident.
