Councilor Nathanson, seconded by Councilor Taylor, moved that the bill, with unanimous consent of the council be read a second time by council bill number only, and that enactment be considered at that time. Roll call vote; the motion passed unanimously. Ms. Andersen asked the council to consider Council Bill 4706 by number only. ACTION: AN ORDINANCE CONCERNING LICENSING PROVISIONS FOR SOLID WASTE COLLECTORS; AND AMENDING SECTIONS 3.245, 3.250, AND 3.27'0 OF THE EUGENE CODE, 197'1. Councilor Pap~ withdrew from the discussion, citing a conflict of interest. Acting City Manager Andersen asked that council consider Council Bill 4707, an ordinance concerning licensing provisions for solid waste collectors; and amending sections 3.245, 3.250, and 3.270 of the Eugene Code, 1971. Councilor Nathanson, seconded by councilor Taylor, moved that the bill, with unanimous consent of the council be read a second time by bill number only, and that enactment be considered at that time. Roll call vote; the motion passed unanimously (Councilor Pap~ abstaining from the vote). Ms. Anderson asked the council to consider Council Bill 4707 by number only. Councilor Nathanson, seconded by councilor Taylor, moved that the bill be approved and given final passage. Roll call vote; the motion passed unanimously (Councilor Pap~ abstaining from the vote), and became Ordinance No. 20173. Councilor Rayor commended staff for its work on the bill.
