V. ACTION: ORDINANCE REPEALING THE 1986 ALTON BAKER PARK MASTER <br /> PLAN, A REFINEMENT PLAN TO THE EUGENE-SPRINGFIELD METROPOLITAN <br /> AREA GENERAL PLAN, ADOPTED BY ORDINANCE NO. 19395 ON AUGUST 11, <br /> 1986; AND PROVIDING AN EFFECTIVE DATE <br /> <br />Acting City Manager Andersen asked council to consider Council Bill 4708, an ordinance repealing <br />the 1986 Alton Baker Park Master Plan, a refinement plan to the Eugene-Springfield Metropolitan <br />Area General Plan, adopted by Ordinance No. 19395 on August 11, 1986; and providing an <br />effective date. <br /> <br /> Councilor Nathanson, seconded by Councilor Taylor, moved that the bill, with <br /> unanimous consent of the council, be read a second time by council bill <br /> number only, and that enactment be considered at that time. Roll call vote; <br /> the motion passed unanimously. <br /> <br />Ms. Andersen asked the council to consider Council Bill 4708. <br /> <br /> Councilor Nathanson, seconded by Councilor Taylor, moved that the bill be <br /> approved and given final passage. Roll call vote; the motion passed <br /> unanimously, and became Ordinance No. 20174. <br /> <br /> VI. APPOINTMENT OF MEMBERS TO THE CITIZEN COMMITTEE ON COUNCIL <br /> COMPENSATION <br /> <br />Councilor Nathanson read the names of all the applicants and the votes they received in the initial <br />balloting so that it would be clear why she was moving to appoint certain candidates to the <br />committee. <br /> <br /> Councilor Nathanson, seconded by Councilor Taylor, moved to appoint Jon <br /> Belcher, Don Bishoff, David Hinkley, and Rob 7ako to the Citizen Committee <br /> on Council Compensation. <br /> <br />Councilor Pap~ objected to the process. He said that in the goal sessions at the first of the year, <br />the council had agreed to push forward on a citizen committee to review many provisions of the <br />charter. He said that to single out this one issue of the charter was going against good <br />governmental principles and the stated objectives for the year. <br /> <br />Councilor Meisner agreed that council had made a significant charter review it a primary goal in its <br />biennial goals. He noted that it was a large undertaking and he could understand why it had not <br />been immediately acted upon, but hoped the process would start soon. <br /> <br />Councilor Kelly responded to Councilor Pap~, saying that he agreed that a broad charter review <br />committee was needed. <br /> <br /> Councilor Kelly offered a friendly amendment to the motion to name the <br /> committee the Citizen Committee on Mayor and Council Compensation. <br /> <br /> MINUTES--Eugene City Council October 25, 1999 Page 4 <br /> 7:30 p.m. <br /> <br /> <br />
