3. There is also a one-time impact. If tax increment collections are terminated, there <br />would be a return of any excess tax increment funds collected by the Downtown <br />District to the overlapping taxing districts. The amount returned will depend on <br />how much tax increment is on hand at the time of the calculation, which cannot be <br />estimated at this time. However, the State confirmed that this would not represent <br />additional money to be spent on education in 4J; rather, it would go through the <br />State school funding formula, and 4J would receive approximately 3% of the total on <br />a one-time basis. <br /> <br />Insummary,4Jwouldexperienceanongoinglossinitsbudgetofabout$275,000 <br />annuallyasaresultofterminatingtaxincrementcollectionsintheDowntown <br />District and a one-time impact of approximately 3% of any one-time funds provided to the <br />State. The other school districts that overlap with the Downtown District would <br />experience similar impacts, although the specific financial consequences are not calculated <br />in this report. <br /> <br />Chapter10:RelocationReport <br />A. Requirement <br />An analysis of the existing residences or businesses required to relocate permanently or <br />temporarily as a result of Agency actions under ORS 457.170. <br />Response <br />No specific relocation activity is identified in the Plan. If urban renewal assistance <br />results in relocation requirements, a relocation plan will be developed for that purpose. <br />Relocation activities and assistance would be provided in accordance with ORS 35.505 <br />through 35.530. <br /> <br />B. Requirement <br />A description of the methods to be used for the temporary or permanent relocation of <br />persons living in and businesses situated in, the Plan Area in accordance with ORS <br />35.505 through 35.530. <br />Response <br />No specific relocation activity is identified in the Plan. If urban renewal assistance <br />results in relocation requirements, a relocation plan will be developed for that purpose. <br />Relocation activities and assistance would be provided in accordance with ORS 35.505 <br />through 35.530. <br /> <br />C.
