Mr. Meisner said he was not particularly interested in a May election because so many seats and
issues, including the seats of four councilors and the mayor, were being contested at that time.
He did not think that Lane Transit District intended to continue donating the space for the police
substation downtown, which would mean there would be a need for another location at added
cost. He did not see the benefit of further investment in the current City Hall, expressing surprise
that the condition of the building had not led to complaints to the Occupational Health and Safety
Administration.

Mr. Meisner stressed the importance of using carefully arrived at, conservative estimates. He
wanted to avoid "space creep" from inflated estimates.

Mr. Meisner did not want the federal courthouse at 5th Street and supported continued
negotiations with GSA.

Mr. Torrey believed there was a misconception regarding the value of City Hall for a party other
than the federal government or City of Eugene. It would be worth its appraised value, less
appreciation.
Mr. Torrey encouraged the councilors to lead and to be prepared to stand behind their positions.

MINUTES--Eugene City Council November 17, 1999 Page 10
5:30 p.m.
