C.Work Session: Year 2000 Update

Mr. Johnson called the council's attention to Attachment B of the agenda item, Draft Council
Protocols for Y2K. He indicated staff would contact the councilors for information about their
whereabouts and availability on December 31.

Mr. Kelly expressed appreciation for the protocols and said they looked fine to him. He was
pleased that the citywide newsletter included information about emergency preparedness, and
encouraged those who had not taken the City's emergency preparedness course to do so.

Mr. Meisner asked if the Lane Metro Y2K Team was a staff team and what the City's funding was
buying. Phil Weiler of the City Manager's Office responded that the City joined with 19 other
public agencies and pooled funding to underwrite the costs of printing informational materials and
the costs of print and radio advertising. He clarified that there was no funding for staffing
associated with the effort.

Mr. Pap~ commended the council protocols and said staff had done a great job in getting the word
out about the topic.

Responding to a question from Mr. Pap~, Mr. Wang said that City staff was working with Regional
Information Systems staff on last-minute testing but he anticipated all systems would be ready by
December 31.

Mr. Johnson described the results of a mock emergency exercise, which he said went well.

Mr. Fart also commended the citywide newsletter and said he hoped citizens would review the
information, which was very useful in any emergency. He asked if there had been any
coordination with the school districts in the case of a massive need for food preparation, for
example. Mr. Weiler said the school districts were part of the larger group of public agencies. He
described the regional group formed by Lane County to address Y2K issues and said that the last
meeting had included information sharing about what all agencies would be doing when problems
occurred. Mr. Wang added that City staff had met several times with the Red Cross, which was
equipped to open up shelters, and schools were a likely location for shelters. Mr. Weiler said that
all the social service providers in Lane County formed a similar group that met on a quarterly
basis to ensure that all the agencies coordinated emergency service delivery on December 31,
1999.

Responding to a question from Mr. Fart, Mr. Johnson said that the City would follow the progress
of events around the world as time changes.

Responding to a question from Mr. Tarrey, Mr. Wang said the City had not contacted the school
districts about their computer systems' readiness; he assumed that they were working on the
issue.

Mr. Tarrey said that his assistant, Beth Fattest, was arranging for him and Mr. Weiler to meet with
students from the five high school who were willing to contact any disabled or senior citizen who
calls into the Emergency Operations Center with a concern on New Year's Eve. The students will
check on those individuals.

MINUTES--Eugene City Council November 17, 1999 Page 11
5:30 p.m.
