number of work sessions would depend on the council's work schedule. She agreed that the <br />testimony did tend to cluster in those areas. Mr. Kelly said that he was supportive of the Adopting <br />Officials Review Proposal if it was possible to have the multiple work sessions that it would take to <br />work through those issues, even if it meant holding Saturday meetings. <br /> <br />Ms. Taylor said that she thought that it was the elected officials' responsibility, with help from <br />citizens, to finalize and adopt TransPlan. She said that she was grateful to the Friends of Eugene <br />for mobilizing people to give their opinions about TransPlan. She said that there were many <br />things that she would like to change or eliminate in TransPlan, such as the Valley River Bridge. <br />She thought that TransPlan should be shifted so that it was more in keeping with stated goals <br />about pedestrians and bicycles. She agreed that multiple work sessions would be needed and <br />added that council should work on one section at a time. She thought that a good place to start <br />was to eliminate some things from TransPlan. <br /> <br />Mr. Pap~ agreed that TransPlan needed some work. He said that he supported staff's <br />recommendation of approving the Adopting Officials Review Proposal. He said that the process <br />begun by the participating governmental agencies before he was on the council should be <br />continued. He added that he thought that the Friends of Eugene could still participate in the <br />process. <br /> <br />Mr. Meisner began by saying that he would not approve looking at TransPlan as a project list with <br />projects to be deleted. He said that he thought that the goals written for TransPlan were <br />admirable and that this draft of TransPlan did not meet them. He noted that TransPlan was built <br />on the premise of land use measures connecting traffic demand management and infrastructure. <br />He said that infrastructure had weaknesses, but that it was only one part of the picture and that all <br />three pads had to be considered. He thought that all of the adopting officials still had the <br />responsibility to review TransPlan, and he did not think that would preclude continued constructive <br />engagement with citizens and citizen groups. He thought that both could happen at the same <br />time. He said that he was not interested in the Adopting Officials Review Proposal without <br />continued engagement of the public. <br /> <br />Mayor Torrey made the following observations and comments: <br /> <br /> · There were not enough votes to approve the Adopting Officials Review Proposal as <br /> presented and as adopted by LTD. <br /> · Valley River Bridge should be taken off the table and other river crossings should be <br /> considered. <br /> · Evaluation of the entire Delta/Beltline interchange was needed. <br /> <br />Mayor Torrey asked for a motion to give direction to staff. Mr. Kelly suggested that head nods <br />would be enough and summarized the comments and intent from councilors.
