In all cases the IGR Committee and City Council have authority to direct that an application <br />not go forward or if it has already been submitted, that it be withdrawn. <br />14. Resolution 4908 <br />On April 18, 2007, the City Council adopted Resolution No. 4908, “A Resolution Establishing <br />Policy Governing City Testimony and Funding Requests, and Repealing Resolution No. <br />4139”. This speaks to the issue of testimony before legislative bodies, funding requests and <br />the role of the Council in setting legislative policy. This Resolution is incorporated into this <br />document as Attachment A. <br />15. City Council Operating Agreements <br />The operating agreements of the IGR Committee are to be incorporated into the Operating <br />Agreements of the Eugene City Council. As the IGR Committee is a subset of the City <br />Council, any and all process and operating agreements supersede this document.
