MINUTES <br /> <br /> Eugene City Council <br /> McNutt Room--City Hall <br /> <br /> February 11, 1998 <br /> 11:30 a.m. <br /> <br />COUNCILORS PRESENT: Pat Farr, Ken Tollenaar, Nancy Nathanson, Tim Laue Scott <br /> Meisner, Laurie Swanson Gribskov, Bobby Lee, Betty Taylor, <br /> <br /> I. CALL TO ORDER <br /> <br />Mayor James D. Torrey called the meeting to order at 11:30 a.m. <br /> <br /> II. ACTION ITEMS <br /> <br /> A. Selection of Facilitator for City Manager Evaluation <br /> <br />Mr. Tollenaar referred the council to the responses received to the council's request for proposals <br />(RFP) for a consultant to facilitate the City Manager's evaluation. He reviewed his reference <br />contacts for the two individuals who responded to the RFP. <br /> <br /> Mr. Tollenaar moved, seconded by Mr. Farr, to accept the proposal from <br /> David Corey. <br /> <br />Responding to a concern expressed by Ms. Swanson Gribskov about the size of the pool <br />responding to the RFP, the need for reference checks, the use of a consultant from the <br />community as opposed to outside the community, Mr. Tollenaar read a letter outlining the <br />proposed candidate's experience in such assessments. Ms. Swanson Gribskov indicated <br />support for the motion and reminded the council that the time line could be extended if <br />necessary. She expressed concern that the facilitator's written report would be released eleven <br />days prior to the evaluation. <br /> <br />Ms. Taylor did not favor the use of a facilitator and did not think one was needed. She did not <br />want to spend the money or take the time required for such a process. She suggested that <br />instead, the council exchange written evaluations. In response to Ms. Swanson Gribskov's <br />remarks, Ms. Taylor did not see anything wrong with the community receiving the consultant's <br />report before the evaluation. <br /> <br /> Ms. Taylor moved, seconded by Mr. Meisner, that no facilitator be employed <br /> for the City Manager evaluation. <br /> <br />MINUTES--Eugene City Council February 11, 1998 Page 1 <br /> 11:30 a.m. <br /> <br /> <br />
