Mr. Meisner asked for an explanation of $35,000 identified as a one-time allocation for Municipal <br />Court Operations Review on page 75 of the Agenda Item Summary for the Supplemental Budget. <br />Ms. Elmer explained that the review would be performed by the National Center for State Courts <br />and was intended to assist in complying with instructions of the council to seek equalization of its <br />revenue and expenditures. Mr. Wong added that the review was part of on going efforts to <br />improve services and that the draft report included approximately 50 recommendations for <br />changes. He said the final report would be available within a month. <br /> <br />Mayor Torrey determined councilors had no further questions of staff regarding the resolution and <br />opened the public hearing. <br /> <br />Mayor Torrey determined there was no one present wishing to testify regarding Supplemental <br />Budget #2 and closed the public hearing. <br /> <br />Ms. Elmer announced that the council would act on Resolution 4556--a resolution adopting a <br />Supplemental Budget; making appropriations for the City of Eugene for the Fiscal Year beginning <br />July 1, 1997, and ending June 30, 1998. <br /> <br /> Mr. Farr moved, seconded by Mr. Tollenaar, that Resolution 4556 be adopted. <br /> <br />Ms. Taylor said she hoped councilors would be provided understandable explanations for the <br />expenditure of unallocated Transition Cost and other budget items designated as "up to" <br />amounts. <br /> <br />Ms. Kittleson said that employee related transition costs for employees to be terminated between <br />January 15 and June 30 would not be able to be accurately determined until a later date. She <br />said no other unallocated costs had been identified to date and that police over-hire expenses <br />were to be included in the FY99 budget proposal. <br /> <br /> The motion was adopted unanimously, 8:0. <br /> <br />Mayor Torrey adjourned the meeting in the Council Chamber and reconvened the meeting in the <br />McNutt Room at 8:15 p.m. <br /> <br /> IV. WORK SESSION: EUGENE CELEBRATION (CONTINUED) <br /> <br />The council resumed its review of the status of the Eugene Celebration as a program of the City <br />begun at the 5:30 p.m. Dinner Work Session. <br /> <br />Ms. Swanson Gribskov asked if it would be possible to significantly increase revenue for the <br />Eugene Celebration through business sponsorships. Mr. Johnson replied that significantly <br />increasing such revenue was not likely to happen because of the large number of nonprofit <br />organizations also seeking such sponsorships. He said the lack of a "cause" for the Celebration <br />put it at a disadvantage. <br /> <br />Ms. Swanson Gribskov stated that she was leaning toward spinning off the Celebration from City <br />sponsorship.
